Article 2 These Measures apply to the management of public security and order in production, shipping, and entertainment activities on the waters of rivers, rivers, lakes, reservoirs and other waters within the administrative region of this city. Article 3: Municipal and county (city) public security organs are responsible for the management of water security order within their respective jurisdictions.
The daily management of water security within the urban area is the responsibility of the water security management agency under the public security organ. Its responsibilities are:

(2) Conduct security review and registration of ships, water facilities and employees in the waters under its jurisdiction;

Article 16 If the party concerned is dissatisfied with the punishment, he may apply for reconsideration to the higher-level public security agency within fifteen days from the date of receipt of the punishment decision. The reconsideration authority shall make a reconsideration decision within thirty days from the date of receipt of the reconsideration application. Anyone who is dissatisfied with the reconsideration decision may file a lawsuit in the People's Court within 15 days after receiving the reconsideration decision.
