Chapter I General Provisions Article 1 These Detailed Rules are formulated for the implementation of the Interim Measures for the Administration of Tourism Safety. Chapter II Safety Management Article 2 The system of unified leadership by the national tourism administrative departments and hierarchical management by the tourism administrative departments at all levels shall be implemented in tourism safety management. (four) responsible for the publicity and education of national tourism safety management, and organize the training of tourism safety management personnel;

(five) to coordinate the handling of major tourism safety accidents;

(six) responsible for other related matters in the national tourism safety management. Article 5 The duties of local tourism administrative departments at or above the county level (including the county level) are:

(a) the implementation of national tourism safety regulations;

(two) to formulate the rules and regulations of the local tourism safety management, and organize their implementation;

(three) cooperation with industry and commerce, public security, health and other relevant departments. , check the safety management institutions, rules and regulations, fire protection, health and epidemic prevention and other safety facilities and equipment of newly opened tourism enterprises and institutions, and participate in the acceptance work before opening;

(four) with the public security, health, landscape and other relevant departments to carry out comprehensive management of tourism safety environment, to prevent extortion, tourists and other illegal acts;

(5) Organizing the publicity, education and training of tourism safety management personnel;

(six) to participate in the handling of tourism safety accidents;

(seven) to accept complaints about tourism safety in the region;

(eight) other matters responsible for the management of tourism safety in the whole region. Article 6 Travel agencies, tourist hotels, travel companies, tourist shopping shops, tourist entertainment places and other enterprises and institutions engaged in tourism business are grass-roots units of tourism safety management, and their safety management responsibilities are:

(a) the establishment of safety management institutions, equipped with safety management personnel;

(two) to formulate safety rules and regulations, and organize their implementation;

(3) Establish a responsibility system for safety management, and implement the responsibility for safety management to every department, post and employee;

(four) accept the industry management, inspection and supervision of the local tourism administrative department on tourism safety management;

(5) Make safety education and employee training institutionalized and regular, cultivate employees' safety awareness, popularize safety knowledge and improve safety skills. Newly recruited employees must undergo safety training before they can take up their posts;

(six) the newly opened tourism enterprises and institutions must apply to the local tourism administrative department for inspection and acceptance of safety facilities and equipment, safety management institutions and safety rules and regulations before opening, and those who fail to pass the inspection and acceptance shall not start business;

(seven) adhere to the daily safety inspection work, focusing on the inspection of the implementation of safety rules and regulations and safety management loopholes, and timely eliminate unsafe hidden dangers;

(eight) the facilities used to receive tourists, such as cars and cruise ships, must be regularly repaired and maintained, so that they are always in a good state of safety technology, and conduct a comprehensive inspection before operation, and it is strictly forbidden to run with faults;

(nine) the luggage of tourists should have complete handover procedures, clear responsibilities, to prevent damage or loss;

(ten) when arranging the tour activities of the tourism team, we should seriously consider various factors that may affect the safety, make a careful itinerary plan, and pay attention to avoid the driver being in an excessive fatigue state;

(eleven) responsible for insurance for tourists;

(twelve) directly involved in the handling of tourism safety accidents involving units, including accident handling, aftermath and compensation;

(thirteen) to carry out special tourism projects such as mountaineering, automobile, hunting and adventure, it is necessary to formulate detailed safety protection plans and first aid measures in advance, and important teams need to report to relevant departments for approval according to regulations. Chapter III Handling of Accidents Article 7 All accidents involving the personal and property safety of tourists are tourism safety accidents. Eighth tourism safety accidents are divided into four grades: minor, general, major and extraordinarily serious accidents:

(1) A minor injury accident refers to an accident that causes minor injuries to tourists or economic losses below 1 000 yuan;

(2) General accidents refer to accidents that cause serious injuries to tourists, or accidents with economic losses ranging from 654.38 million yuan to 654.38 million yuan (including 654.38 million yuan);

(3) Major accidents refer to accidents that cause death, serious injury or disability to tourists, or economic losses ranging from 6,543,800 yuan to 6,543,800 yuan (including 6,543,800 yuan);

(4) Extraordinary accidents refer to accidents that cause the deaths of many tourists in one accident, or economic losses of more than 6,543.8+0,000 yuan, or accidents with particularly serious nature and significant impact.
