Measures of Guangzhou Municipality for the Implementation of Yongjunyoushu (2020)

Article 1 In order to strengthen the work of yongjunyoushu, strengthen the unity between the military, the government and the people, and protect the legitimate rights and interests of the entitled groups, these measures are formulated in accordance with the Military Service Law of People's Republic of China (PRC), the Regulations on Pension and Preferential Treatment for Soldiers, the Provisions on Yongjunyoushu of Guangdong Province and other laws, regulations and rules, and combined with the actual situation of this Municipality. Article 2 State organs, enterprises, institutions, social organizations, urban and rural grass-roots mass autonomous organizations and other organizations in this Municipality shall perform their duties and obligations of supporting the army and giving priority to its subordinates. Article 3 These Measures shall be organized and implemented by the Municipal Department of Veterans Affairs. The relevant government departments shall coordinate the implementation of these measures within the scope of their respective duties. Article 4 The people's governments at all levels in this Municipality shall incorporate the work of supporting the army and its dependents into the contents of national education, national defense education and social construction, formulate relevant policies and measures, coordinate and deal with major issues in the work of supporting the army and its dependents and military-civilian relations in a timely manner, and close the military-civilian relations.

The people's governments at all levels in this Municipality shall strengthen the construction of the service system for retired military personnel, and ensure all kinds of service platforms to carry out yongjunyoushu service activities, which shall be implemented by the municipal and district retired military affairs departments. Article 5 The people's governments at all levels in this Municipality and relevant departments shall ensure the supply of daily necessities for the garrison, actively support and cooperate with the troops to complete military training, combat readiness, military exercises, national defense construction, barracks construction and other tasks, do a good job in various infrastructure construction, and improve working and living conditions. Article 7 The people's governments at all levels in this Municipality and the relevant departments shall strengthen the construction of special care institutions such as military nursing homes, military supply stations and sanatoriums, and support the employment and entrepreneurship of ex-servicemen and other special care recipients. Article 8 The people's governments at all levels and relevant departments of this Municipality shall carry out activities of condolence to active servicemen and their families, retired servicemen and other entitled groups during the annual Army Day, Spring Festival and other important festivals.

This Municipality encourages enterprises, institutions, social organizations, urban and rural grass-roots mass autonomous organizations and other organizations to carry out their own activities of condolence to active servicemen and their families, retired servicemen and other entitled groups during the annual Army Day, Spring Festival and other important festivals. The Department of Veterans Affairs can carry out condolence activities for the families of active servicemen who participate in major tasks such as emergency rescue and disaster relief. Article 10 When dealing with conflicts and disputes between the army and the land, the relevant units shall actively consult with the troops in strict accordance with laws, regulations and relevant provisions to resolve conflicts and disputes in a timely manner. Article 14 Servicemen and disabled soldiers, who are not registered in this Municipality, can take buses, river-crossing ferries and urban rail transit and other public transport vehicles free of charge with valid certificates such as military officer's card (including civilian cadre's card), military officer's card and disabled soldiers card.

Disabled soldiers, the city's household registration, and the city's household registration, who enjoy the old-age allowance, are entitled to take public transport such as buses, river-crossing ferries and urban rail transit free of charge with the social security card with preferential treatment function. Fifteenth judicial administrative organs shall provide legal aid and other public legal services in a timely and effective manner.
