Will Hainan become an international tourist island?

Personally, I hold a wait-and-see attitude.

The construction of an international tourist island will not happen overnight. It can be done by shouting some fake slogans. It is difficult to attract capital participation and propose policies from the government level. Hainan's political circles are still short of professionals.

On the other hand, it is difficult to do this from the people. The infrastructure difference between Haikou and Sanya is unimaginable. Social atmosphere also needs to be further improved, and corruption also needs to be further rectified. In a word, an international tourist island can't be built in a bubble, nor can it be built in a timely manner. What is needed is persistent confidence and far-sighted courage.

Officially, the General Office of the Fifth Academy of National People's Congress published "Several Opinions of the Fifth Academy of National People's Congress on Promoting the Construction and Development of Hainan International Tourism Island", and it is planned to initially build Hainan into a world-class island leisure resort by 2020. The Opinions put forward six strategic orientations for the construction and development of Hainan International Tourism Island: China Tourism Reform and Innovation Experimental Zone, world-class island leisure and holiday destination, national ecological civilization construction demonstration zone, important platform for international economic cooperation and cultural exchange, South China Sea resource development and service base, and national tropical modern agricultural base. The opinion pointed out that all relevant departments in the State Council should give special support to Hainan in terms of policies, funds and project arrangement. Among them, open and convenient exit and entry management measures will be implemented, and Finland, Denmark, Norway, Ukraine and Kazakhstan will be added as visa-free countries in advance on the basis of the existing 2/kloc-0 countries in Hainan; For Russia, South Korea and Germany, the number of tour groups is relaxed to more than two (including two), and the entry stay time is extended to 2 1 day. In addition, the Opinions also pointed out that the Ministry of Finance should take the lead in studying the specific measures to carry out the pilot tax refund for overseas tourists shopping in Hainan and the feasibility of the tax-free shopping policy for tourists from outlying islands, and report to the State Council separately.
