To apply for the establishment of a travel agency engaged in domestic tourism business and inbound tourism business, the following conditions shall be met:

Travel agencies engaged in domestic tourism business and inbound tourism business shall have a registered capital of not less than 300,000 yuan. Among them, travel agencies engaged in domestic tourism business and inbound tourism business shall deposit a quality deposit of 200,000 yuan; Travel agencies engaged in outbound tourism business increased the quality guarantee by 6,543,800 yuan+0.2 million yuan.

To apply for the establishment of a travel agency, the following documents shall be submitted to the tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as provincial tourism administrative departments, the same below):

(1) Apply for establishment. The contents include the Chinese and English names and abbreviations, establishment address, enterprise form, investor, amount and method of investment, full name of the applicant, the department accepting the application, the name of the applicant and the application time of the travel agency; (2) Resume and identity certificate of the legal representative;

(3) Articles of association;

(4) A capital verification certificate issued by a legally established capital verification institution;

(5) Proof of business place;

(6) Certificates or explanations of business facilities and equipment;

(7) Notice of pre-approval of enterprise name issued by the administrative department for industry and commerce.

When a travel agency applies for outbound tourism business, it shall submit the documents issued by the original licensed tourism administrative department to the tourism administrative department of the State Council to prove that it has been engaged in travel agency business for two years and has not been fined or punished by the administrative organ for infringing the legitimate rights and interests of tourists for two consecutive years.

So if you were not a travel agency before, you can't handle outbound travel business for the time being, but you can take a group from abroad. Now travel agencies are no longer called international travel agencies or domestic travel agencies. International applicants only need to apply for qualification (proof documents that they have been engaged in travel agency business for two years and have not been fined or punished by administrative organs for violating the legitimate rights and interests of tourists for two consecutive years).

Examination and approval department: an application for establishing a travel agency to engage in domestic tourism business and inbound tourism business shall be submitted to the tourism administrative department of the local province, autonomous region or municipality directly under the Central Government or the tourism administrative department of the city divided into districts entrusted by it; To engage in outbound tourism business, an application shall be submitted to the tourism administrative department of the State Council or the tourism administrative department of the province, autonomous region or municipality directly under the Central Government entrusted by it.

Time limit for examination and approval: the tourism administrative department that accepts the application for domestic tourism business, inbound tourism business and outbound tourism business shall make a decision of approval or disapproval within 20 days from the date of accepting the application.

Certification and registration: those who apply for the establishment of a travel agency to engage in domestic tourism business and inbound tourism business will be issued a Travel Agency Business License, and the applicant will go through the establishment registration with the administrative department for industry and commerce with the Travel Agency Business License; If the license is not granted, notify the applicant in writing and explain the reasons. If an applicant applies for a business license for outbound tourism, it shall renew the Travel Agency Business License to the applicant, and the travel agency shall go through the change registration with the administrative department for industry and commerce on the strength of the renewed Travel Agency Business License; If the license is not granted, notify the applicant in writing and explain the reasons.
