Why do teachers restrict leaving the country?

Legal analysis: The teacher establishment belongs to the establishment of public institutions, and the employees of public institutions are all citizens of China. There are no restrictions on handling outbound travel passports. Just bring your ID card and photo to the Exit-Entry Administration of the county-level public security bureau where your household registration is located.

When applying for an ordinary passport, a citizen shall submit authentic and valid materials to the exit-entry administration organ of the public security organ of the local people's government at or above the county level where the household registration is located.

Legal basis: Paragraph 1 of Article 9 of the Exit and Entry Administration Law of People's Republic of China (PRC). China citizens shall apply for passports or other travel documents when leaving or entering the country.
