Suggestions on solving the fundamental problem of traffic congestion in Dalian

In recent years, due to the limitation of natural geographical environment, urban development space and road construction cycle, the traffic congestion problem in Dalian has become more and more serious. Raising parking fee can adjust traffic demand and relieve traffic pressure better than raising fuel tax. According to reports, Shenzhen is adjusting the charging standard of motor vehicle parking fees, and the parking fees in the first-class areas in the city are raised to 2 1 yuan every 3 hours; 5 yuan every half an hour in similar areas in Guangzhou; Hong Kong is higher, 20-30 Hong Kong dollars per hour. At present, the closed parking lot in the downtown area of our city is only 3 yuan per hour, even if it stops for three hours, it is no less than 9 yuan, and the cost of taking a taxi back and forth is lower than when traveling, not to mention those parking lots and roadside free parking spaces that only charge/kloc-0 yuan during the day. This is the main reason for the high utilization rate of motor vehicles in our city. Therefore, the government should speed up the construction of commercial parking lots, expand the coverage of parking fees, especially in the urban center to prevent random parking. Second, starting from the actual situation of our city, by comparing the practices of Shenzhen and Guangzhou, we will improve the parking fee standard (the parking fee within 3 hours shall not be lower than the taxi fee within 3 kilometers).

Accelerate the construction of public transport network and provide smooth travel conditions.

In recent years, Dalian has actively implemented the bus priority strategy, and successively built three bus hubs, 170 harbor bus station, 56 km bus lanes and 1, 2, 3 express rail lines, newly built and renovated trams and the first BRT line in Northeast China, and updated the old bus 1245, thus alleviating the problem of riding to some extent. If we want to fundamentally reduce the road occupancy rate of motor vehicles and achieve the goal of letting people give up "private cars" and take "buses", the municipal government needs to further increase the development of public transportation. At the beginning of this year, our city planned "five horizontals and five verticals", which alleviated the problem of difficulty in riding a bus to some extent. If we want to fundamentally reduce the number of motor vehicles, we have implemented a network skeleton bus rapid transit system. Recently, the Dalian subway project was also approved by the State Council. This laid a solid foundation for the construction of public transport network in our city. Relevant departments should make full use of this favorable condition, speed up the construction of public transport network, improve the coverage of public transport network, shorten the ride radius and provide citizens with smooth travel conditions. At the same time, we should seize the opportunity of expanding investment in infrastructure construction in the State Council and actively strive for state financial support.

Further increase publicity on energy conservation and emission reduction, and encourage changes in travel modes.

In the 30 years of reform and opening up, China's national economy has developed rapidly, but at the same time it has paid the price of excessive energy consumption and environmental pollution. Therefore, the 17th National Congress of the Communist Party of China proposed that Scientific Outlook on Development should lead the social and economic development, and build a resource-saving and environment-friendly society by adjusting the economic structure and changing the mode of economic growth. First, the government should actively guide citizens to drive less or not, encourage citizens to travel by bus or bicycle, further reduce the threshold for free rides and bus fares, and introduce incentives and subsidies for commuting by bicycle. Second, we must resume the construction of bicycle sheds in the community and provide them to the public for free, so as to prevent the phenomenon of "riders" going upstairs. Third, plan and build a good bicycle transportation network to provide safe and convenient protection for citizens to travel by bicycle.
