Firstly, the present situation of intangible cultural heritage around Tarim is analyzed, and it is found that people do not attach great importance to the value of intangible cultural heritage around Tarim. In the development of intangible cultural heritage around Tarim, the capital investment is insufficient and the system development is insufficient; The government of Xinjiang Autonomous Region has not done enough to protect the intangible cultural heritage around Tarim. Lack of systematic planning, the tourism development of intangible cultural heritage around Tarim is scattered. On this basis, this paper investigates and analyzes the respondents' willingness to design the intangible cultural heritage theme tourist routes in Kashgar, including their understanding of intangible cultural heritage, their understanding of different types of intangible cultural heritage and their interest in intangible cultural heritage in southern Xinjiang, which highlights the public's demand for the design of intangible cultural heritage routes around Tarim. The design and development of intangible cultural heritage tourism routes around Tarim is of practical significance for promoting the development and further protection of intangible cultural heritage tourism resources around Xinjiang. The design of non-legacy tourist routes around the Tower should be guided by tourists' needs, starting from three aspects: optimizing the environment, integrating tourism resources and re-engineering, with the joint efforts of the government, tourism enterprises and tourist destinations. Using the theory of tourists' demand combination, it is an important direction to tap the tourism resources of characteristic intangible cultural heritage and provide tourists with diversified choices. Through the development of tourist routes, tourists can be guided to travel deeply, and the development of intangible cultural heritage tourism resources in the surrounding areas of Tarim can be promoted, thus playing a positive role in the protection of intangible cultural heritage in the surrounding areas of Tarim.
