Fengxian County of Baoji City governs 9 towns including Shuangshipu Town, Fengzhou Town, Huangniupu Town, Honghuapu Town, Hekou Town, Tangzang Town, Pingmu Town, Pingkan Town and Liufengguan Town, and 100 administrative villages. There are Matoutan Forestry Bureau and Xinjiashan Forest Farm. 1997 is listed as an open county in the State Council.

Fengxian County was called "Fengzhou" in ancient times and was founded in the Qin Dynasty. Located in the southwest of Baoji City, Shaanxi Province, east longitude10624' 54 "~1077' 30", north latitude 33 34' 57 "~ 34"18' 21". Because the land is connected with Shaanxi and Gansu, it is also located in the Sichuan tunnel, with the main ridge of Qinling Mountain in the north and Baizi Mountain in the south. The ancient road built in the Zhou Dynasty, the praise ramp built in the Han Dynasty, the cloister built in the Southern and Northern Dynasties and the Li Anyun plank road built in the Yuan Dynasty all passed through Fengxian County. Bao (Ji)-Cheng (Du) Railway passes through the territory, and National Highway 3 16 and Provincial Highway 2 12 are the main highways in the county.
