By 2020, the total number of overnight tourists will exceed 500 million, the total tourism investment will be 200 billion yuan, and the total tourism revenue will reach 1.6 trillion yuan. The comprehensive contribution of tourism to Guangdong's national economy has reached 13%.

Support Hong Kong to build a diversified tourism platform and Macao to build a world tourism and leisure center. Promote the joint development of tourism products on the Maritime Silk Road in Guangdong, Hong Kong and Macao. Accelerate the free sailing of yachts in Guangdong, Hong Kong and Macao.

Cooperate with the state to establish and improve the travel insurance mechanism for mainland residents to Taiwan, and expand the coverage of travel insurance for mainland residents to Taiwan.

The plan shows that Guangdong will promote the convenience of inbound tourist visas and customs clearance, actively strive to expand the scope of transit visa-free ports and extend the stay time of foreign tourists in Guangdong. Actively strive to implement the visa-free entry policy for cruise foreign tour groups 15 days at Shenzhen Shekou and other ports. Establish an early warning mechanism for outbound tourism safety and an emergency handling mechanism for emergencies in Guangdong Province.

The plan also proposes to encourage qualified areas to set up tourism police, tourism circuit courts, industrial and commercial tourism sub-bureaus or similar functional institutions.
