Regulations on the Administration of Jiuhuashan Scenic Area
According to national standards, scenic spots are divided into super protected areas, first-class protected areas, second-class protected areas and third-class protected areas.
The protected area around the scenic spot (hereinafter referred to as the protected area) starts from Zhubeidian (including Longkou, Zouzhu 'ao, Niulangfeng and Xishanpai) in the east and reaches the foothills of Dagang (including Tudiling, Badugang, Niubeilong foothills, Dishuiyan and Laolingjiao) in the west, covering an area of 53.85 square kilometers. Article 3 Cultural relics such as temples, gardens, ancient dwellings, stone carvings and stone carvings, human landscapes and their environments, natural landscapes such as topography, landforms, mountains, rocks, caves, waterfalls, springs and rivers, as well as water bodies, forest vegetation, wildlife and geological landscapes, all belong to scenic resources and should be protected according to law. Article 4 The management of scenic spots shall adhere to the principles of strict protection, unified planning, unified management, rational development and sustainable utilization. Article 5 The Chizhou Municipal People's Government shall set up the Jiuhuashan Scenic Area Management Committee (hereinafter referred to as the Management Committee). The director of the management committee is concurrently the mayor. Under the leadership of Chizhou Municipal People's Government, the Administrative Committee is responsible for the management of scenic spots, and its main responsibilities are:
(a) the protection of scenic resources and natural ecological environment;
(two) to organize the implementation of the planning of scenic spots, rational development and scientific utilization of scenic resources;
(three) the management of religious affairs and tourism in the scenic area according to law;
(four) to review and supervise the construction projects in the scenic area;
(five) the construction, management and protection of infrastructure and other public facilities in the scenic area. Units located in scenic spots shall be subject to the unified planning and management of scenic spots by the CMC, except that their respective businesses are led by their superiors. Article 6 The Jiuhua Scenic Resources Protection Fund shall be established. Protection funds can be raised through state subsidies, social assistance, foreign aid, paid use of resources and other channels. The specific measures for raising funds and the scope of use shall be formulated by the Chizhou Municipal People's Government and submitted to the provincial people's government for approval. Article 7 Units, residents, monks and tourists in a scenic spot shall abide by the management regulations of the scenic spot and take good care of the scenery, forest vegetation and facilities in the scenic spot. Chapter II Resources and Environmental Protection Article 8 It is forbidden to engage in the following activities in scenic spots:
(1) Quarrying, dredging and taking soil in protected areas above the second level (including protected areas above the second level, the same below);
(2) burning bricks and lime;
(3) storing inflammable, explosive, toxic and harmful articles;
(four) illegal fire operations such as picnics;
(five) graffiti on the scenery;
(six) grazing livestock in protected areas above the second level;
(seven) other acts that destroy the landscape. Ninth scenic spots topography should be strictly protected. Because of the protection of roads and maintenance facilities in the scenic area, it is really necessary to quarry, dig sand and borrow soil in the third-class protected areas. After the examination and approval of the Administrative Committee, it shall be reported to the relevant administrative departments of the people's governments at or above the county level for approval, and excavation shall be carried out at designated locations.
Residents in the scenic area must quarry, dig sand and borrow soil for their own use in the third-class protected areas because of their living needs, and the administrative Committee will designate the excavation site. Article 10 The Administrative Committee and the relevant administrative departments of the local people's governments at or above the county level shall do a good job in forest protection, greening, fire prevention, pest control and the prevention and control of geological disasters such as mudslides and landslides in scenic spots and their protected areas according to law, and protect animals and plants and their natural environment.
Trees in the scenic area, regardless of ownership, should be tended and managed according to the plan. If it is really necessary to cut down a small amount of non-precious trees trees due to the development or construction of scenic spots, and if it is really necessary to update and cultivate trees owned by collectives or individuals, it shall be reported to the forestry administrative department of the people's government at or above the county level for approval according to law after being examined and approved by the CMC.
Non-precious trees in the protected area, if it is really necessary to carry out renewal and tending cutting, shall conform to the overall planning of the scenic spot, and shall be reported to the forestry administrative department of the people's government at or above the county level for approval according to law.
If it is necessary for teaching and scientific research to collect species specimens, wild medicinal materials and other forest by-products in scenic spots, it shall be approved by the administrative committee after examination and approval, and reported to the forestry administrative department of the people's government at or above the county level for approval, and limited collection shall be made at the designated place. Eleventh temples and ancient dwellings, gardens, strange peaks, rocks, famous trees, famous springs, famous waterfalls, etc. Archives, signs and strict protection shall be established in the scenic area.
No other facilities shall be built around the scenery listed in the preceding paragraph except the necessary protection facilities. Twelfth river beds, streams, springs, waterfalls, deep pools, etc. First, in scenic spots, in addition to the transformation and utilization in accordance with the planning of scenic spots, the original appearance should be protected, and no interception, misappropriation or other artificial changes should be made.
It is forbidden to discharge or dump untreated or substandard sewage and other pollutants into scenic spots.
