Can you travel abroad within the system?

Employees in the system can travel abroad, but they must abide by relevant regulations and procedures.

First of all, according to the relevant national laws, regulations and policies, some professional groups such as national public officials and civil servants have certain restrictions and requirements for going abroad for personal reasons. For example, if a civil servant applies for going abroad (territory) for personal reasons, he/she needs to go through relevant formalities with the consent of the unit.

Secondly, other professional groups in the system (such as employees of state-owned enterprises and institutions) have relatively few restrictions on going abroad privately, but they still need to abide by the regulations and processes of their units. Generally speaking, employees need to ask for leave in advance, explain the purpose, time and source of expenses of traveling abroad, and can travel only after the approval of the unit.

To sum up, employees in the system can travel abroad, but they must abide by relevant regulations and procedures. Specific professional groups such as civil servants need the approval of the unit and go through relevant procedures according to regulations, and other professional groups also need to abide by the regulations and procedures of their units.

Legal basis:

Article 53 of the Civil Servant Law of People's Republic of China (PRC) stipulates that a civil servant who goes abroad for private purposes shall be approved by the local competent department and go through the formalities in accordance with relevant state regulations.

Article 12 of the Law of People's Republic of China (PRC) on Exit and Entry Administration stipulates that China citizens are not allowed to leave the country under any of the following circumstances: (1) those who do not hold valid exit and entry certificates or refuse or evade border inspection; (two) the punishment has not been completed or belongs to the defendant or criminal suspect in a criminal case; (three) there are unresolved civil cases, and the people's court decides not to leave the country; (4) Being subject to criminal punishment for obstructing the administration of the country (border) or being repatriated by other countries or regions for illegal exit, illegal residence or illegal employment, and not allowed to leave the country within the prescribed time limit; (five) may endanger national security and interests, the relevant authorities in the State Council decided not to leave the country; (6) Other circumstances under which exit from the country is prohibited by laws and administrative regulations.

Therefore, employees in the system need to understand the relevant laws, regulations and policies before traveling abroad, abide by the regulations and processes of their units, and ensure that their actions are legal and compliant.
