Measures for the administration of tourism development planning
Chapter I General Provisions Article 1 These Measures are formulated to promote the healthy and sustainable development of China's tourism industry, strengthen the management of tourism planning and improve the level of tourism planning. Chapter II Scope of Tourism Development Planning

Article 18 A tourism development plan shall include the following basic contents: (1) Comprehensive evaluation of resource conditions and basic conditions for tourism development; (2) Comprehensively analyzing the market demand, scientifically determining the market scale and reasonably determining the tourism development goals; (three) determine the tourism development strategy, clear the time sequence and spatial layout of tourism areas and key tourism products; (4) Comprehensively balance the functional combination of tourism factor structure, and coordinate the relationship between resource development and facility construction; (five) to determine the principles of environmental protection and put forward measures for the scientific protection and utilization of human landscape and natural landscape; (6) Determine the scale and speed of tourism development according to the input-output relationship and market development of tourism; (seven) put forward policies and measures to implement the plan. Chapter IV Approval and Implementation of Tourism Development Planning
Twentieth tourism development planning should be formulated and approved at different levels. The national tourism development plan is formulated by the National Tourism Administration. Inter-provincial regional tourism development planning is compiled by the National Tourism Administration, organized by relevant local tourism bureaus, and submitted to the National Tourism Administration for approval after soliciting the opinions of relevant local people's governments. Local tourism development planning shall be compiled by local tourism bureaus at all levels, and submitted to the people's government at the same level for approval and implementation after soliciting the opinions of the tourism bureaus at the next higher level. Article 21 The tourism development plans of key tourist cities designated by the state shall solicit the opinions of the National Tourism Administration and the tourism bureaus of this province (autonomous regions and municipalities directly under the Central Government) and be implemented after being approved by the local people's governments. The development planning of key tourist routes and tourist areas determined by the state shall be approved and implemented by the National Tourism Administration after soliciting the opinions of local tourism bureaus. Twenty-second tourism development planning should be carried out before the approval of economic, social and environmental feasibility demonstration, by the tourism bureaus at all levels to organize expert review, and solicit the opinions of relevant departments. Article 23 Local tourism bureaus at all levels may adjust their tourism plans according to changes in market demand, and report them to the people's government at the same level and the tourism bureau at the next higher level for the record. However, major changes involving the status, development direction, development goals and product structure of the tourism industry must be reported to the original approving unit for examination and approval. Twenty-fourth after the approval of the tourism development plan, the tourism bureaus at all levels shall be responsible for coordinating the relevant departments to incorporate it into the national land planning, the overall land use planning and the overall urban planning. Tourism development and construction projects determined in the tourism development plan shall be incorporated into the national economic and social development plan in accordance with the provisions of the national capital construction procedures.
