In 2011, the regional gross product (GDP) was 16.294 billion yuan, an increase of 12.00% over the previous year (comparable price), of which: the added value of the primary industry was 3.250 billion yuan, an increase of 4.00%; the secondary industry The added value of the tertiary industry was 7.661 billion yuan, an increase of 15.70%; the added value of the tertiary industry was 5.383 billion yuan, an increase of 12.40%. The proportion of the primary, secondary and tertiary industries in the regional GDP: 19.95: 47.02: 33.03. The Altay region has solidly promoted the construction of new rural areas, and the pace of standardized settlement of herdsmen has accelerated significantly. The region received nearly 4 million domestic and foreign tourists throughout the year, an increase of 32.0% over the previous year, and achieved tourism revenue of 2.982 billion yuan, an increase of 26.89%.

II. Overview of Infrastructure Construction

In recent years, the Altay region has actively promoted infrastructure construction and achieved good results.

(1) Railway

As far as Xinjiang is concerned, the second double line of the Lanzhou-Xinjiang Railway is a key project in my country's "Medium and Long-term Railway Network Planning". The project was awarded the national Approved by the National Development and Reform Commission, the total length is 1,776 kilometers. The foundation stone was laid and construction started on November 4 of the same year. It is expected that in five years, a new railway artery will span the three provinces of Gansu, Qinghai, and Xinjiang in northwest my country. By then, it will work with the existing Lanzhou-Xinjiang Railway to expand the resource transportation channels of the three provinces and regions, solve the problem of tight transportation capacity, and further accelerate my country's opening to the west.

The Kuibei Railway was completed and opened to traffic in October 2009, and the Fuhai-Fuyun Railway also started construction at the end of 2013. The completion and opening of Kuibei Railway marks the end of the history of no trains in the Altay region. The construction of Fuhai-Jimunai Railway is currently under design and demonstration. Railway construction has laid the foundation and provided guarantee for the comprehensive development and protection activities of land and resources in the Altay region.

(2) Highways

The main roads in the region include: 17 trunk roads, including 2 national highways (Line 216 and 217), 10 provincial highways, 5 special roads, and county highways. There are 37 roads, 677 rural roads, 283 village roads, 6 local special traffic roads, and the total mileage of highways is 8,384 kilometers. Altay City, where the Altay Regional Administrative Office is located, is the starting point of National Highways 216 and 217. It is 701 kilometers west of Urumqi, the capital of Xinjiang, 670 kilometers east, and 450 kilometers away from Urumqi.

Planning and building roads in Altay region. (3) Aviation

Altay Airport can take off and land Boeing 737 aircraft, and the transportation is relatively convenient. Altay Airport expansion project plans to extend the runway by 400 meters and build a new connecting road, with a total investment of 100 million yuan. After completion, it can ensure that large passenger aircraft above Boeing 737-700 can take off and land with full load. In 2009, program research was launched.

The Kanas branch airport was completed and opened to navigation. Kanas Airport was opened in 2007. It is 68 kilometers away from the famous tourist resort Kanas Scenic Area and 482 kilometers away from Urumqi. It is the second newly opened tourism regional airport in Xinjiang after Nalati Airport. In 2013, Kanas Airport could handle approximately 220,000 passengers.

In recent years, with the large-scale development of mineral resources in Fuyun County, the relocation of Fuyun Airport has been promoted, and the Urumqi-Fuyun County route has been resumed as soon as possible, which has contributed to accelerating the development of mineral and tourism resources in Fuyun County. It plays an important role in promoting local economic development, consolidating border defense and maintaining social stability. The Fuyun Civil Airport site is planned to be located at the Kopukola Agen site, located about 3.5 kilometers southwest of the intersection of Provincial Highway 226 and National Highway 216, and a straight-line distance of about 21 kilometers from the center of Fuyun County. The airport is a domestic civilian regional airport, with an estimated investment of more than 400 million yuan. At present, the project has obtained the opinions of the General Staff and all supporting documents required in the pre-feasibility study stage. In 2011, the region's cargo transportation volume reached 13.2499 million tons, an increase of 16.27% over the previous year. The cargo turnover volume was approximately 2.244 billion tons kilometers, an increase of 16.88%, and 14.47 million passengers were transported. (4) Electricity

The power grid of the Altay region is a relatively independent power grid in the autonomous region and only has weak connection with the entire Xinjiang 110 kV power grid. At the end of 2006, the total installed capacity of the region was 145,000 kilowatts, including: 126,000 kilowatts of hydropower and 18,000 kilowatts of thermal power (including 12,000 kilowatts of Beitun Thermal Power Plant and 6,000 kilowatts of Jimunai Thermal Power Plant). The ratio of thermal power to hydropower was 1 :8. The installed wind power capacity is 0.105 million kilowatts, the maximum power generation capacity is 575.08 million kilowatt hours, and the maximum load it can bear is 120,000 kilowatts.

The regional power grid consists of four relatively independent power grids, namely the power grid of the Altay Region Electric Power Company, the power grid of Burqin County Electric Power Company, the enterprise-owned power grid of the Keketuohai Mining Area, and the power grid of the 10th Agricultural Division of the Corps. The power grid of the Altay Region Electric Power Company has a total dispatchable installed capacity of 100,700 kilowatts, with electricity sales accounting for 52.52% of the entire region. It can withstand a maximum load of 85,000 kilowatts and a maximum power generation of 255 million kilowatt hours; Burqin County Electric Power Company The power grid has an installed capacity of 18,500 kilowatts that can be dispatched, and can withstand a maximum load of 14,000 kilowatts and a maximum power generation of 60 million kilowatt hours; the enterprises in the Keketuohai mining area have their own power grid, and the hydropower plant with dispatchable installed capacity of 19,000 kilowatts can withstand The maximum load is 16,000 kilowatts and the maximum power generation is 98.58 million kilowatt hours; the power grid of the 10th Agricultural Division of the Corps has an installed capacity of 6,700 kilowatts, the maximum load it can withstand is 50 million kilowatts, and the maximum power generation is 33.5 million kilowatt hours. The entire region is connected to 110 kV lines, with a total length of 663 kilometers, extending from Fuyun and Qinghe counties in the east, to Jimunai and Habahe counties in the west, and to the south with Hefeng County in Tacheng area.

(5) Port construction

In the Altay region, the state has approved the opening of four first-class ports, namely the Takshiken Port (Qinghe County) and Hongshanzui to Mongolia Port (Altay City), Jimunai Port (Jimunai County) and Aheitubek Port (Habahe County) in Kazakhstan. With the continuous improvement of port construction in the Altay region, it will play an important role in the comprehensive development and protection of land resources in the Altay region, especially in promoting the development of resource industries such as minerals and tourism.

1. Jimunai Port

Located in Jimunai County, adjacent to East Kazakhstan Oblast of Kazakhstan, it is a bilateral port open all year round.

The functional positioning of the port: It is a first-class customs clearance port open to Kazakhstan. It is a leading port for Xinjiang and even China’s trade with Central Asia and Europe, warehousing and logistics, international tourism and the import and export goods processing industry. It is planned that by 2015, the port will have an average annual cargo volume of 800,000 tons, 500,000 entry and exit personnel, and a total import and export trade volume of US$2.5 billion. Jimunai Port is 0.5 kilometers away from Kazakhstan’s Maihabqigai Port, 60 kilometers away from Zhaisan County, 500 kilometers away from Uskamen City, the capital of East Kazakhstan, and 500 kilometers away from Kazakhstan’s capital A Stana 1300 km. Jimunai Port is my country's closest port to Astana, the capital of Kazakhstan, and the eastern railways between Kazakhstan and Russia. 2. Takshiken Port

Located in Qinghe County, adjacent to Khovd Province in Mongolia, it is a bilateral port open all year round. Takshiken Port is 25 kilometers away from Mongolia's Yarrent Port, 45 kilometers away from Burgan County, 265 kilometers away from Kobudo City, the capital of Khovd Province, and 1,733 kilometers away from Ulaanbaatar, the capital of Mongolia.

The functional positioning of the port: It is a first-class port open to Mongolia by the country. It is an important window for China to develop bilateral trade with Mongolia and Russia. It is a comprehensive port dominated by customs clearance services, border trade, and export processing. Land border crossing. At present, the Takshken Port has developed into Xinjiang’s largest port to Mongolia.

The Takshiken Port Industrial Processing Zone aims to build a national-level border economic cooperation zone as soon as possible. It has a planned area of ??10 square kilometers and is divided into mineral product import and processing, livestock product import and processing, and agricultural and sideline products import and export. There are 6 functional areas including processing, building materials export processing, and light industrial product assembly, focusing on building a deep processing and product export processing base for imported Mongolian coal, copper and other energy, mineral and livestock product resources. At present, the Kaiyutong International Logistics Park with an investment of 70 million yuan and the Xinyuan Trade Logistics Wholesale Market with an investment of 35 million yuan have been completed, and the renovation and upgrade of Provincial Highway 320 have been completed.

3. Hongshanzui Port

Located in Fuhai County, adjacent to Bayan Uligai Province in Mongolia, it is a bilateral seasonal open port. Hongshanzui Port is 12 kilometers away from the Mongolian Dayang Port and 180 kilometers away from Ulegai City, the capital of Bayan Ulegi Province. It is a key port open to third countries and realizing land trade and tourism with Russia.

Port function positioning: It is a type of seasonal bilateral customs clearance port open to Mongolia. It is an important platform for Xinjiang and even China to carry out bulk cargo trade exchanges with Mongolia and Russia (Novosibirsk region) and tourism around the Altai Mountains. 4. Aheitubeik Port

It is located in Habahe County, adjacent to East Kazakhstan Oblast of Kazakhstan. In 1992, the Aheitubek Port was opened, allowing the passage of people, vehicles and goods from China and Kazakhstan. In 1998, temporary cargo transit was achieved.

Port function positioning: It is a national first-class port open to Kazakhstan approved by the State Council.

5. The planned Kanas Port

The planned location is in Burqin County. In October 2009, the "Joint Communiqué of the 14th Regular Meeting between the Prime Ministers of China and Russia" proposed that China and Russia should actively promote cooperation in the field of natural gas and decided to start the east-west natural gas pipeline simultaneously and supply gas from 2014 to 2015. The major decisions made by the two governments have laid the foundation for the opening of the Kanas port with Russia and the opening of a northbound strategic channel for my country to introduce Russian energy, minerals, timber and other resources.
