In December 2016, Zhang Zhigang received a serious warning from the party, Liu Bing received a warning from the party, and other personnel were dealt with accordingly.

Wu Zhengping, director of the People’s Congress of Xiangyang District, Jiamusi City, took advantage of his official business trip to travel. On August 13, 2014, Wu Zhengping went to Urumqi for a business trip. After finishing work on the 19th, I traveled to Kanas Scenic Area for 2 days, and illegally wrote off the air ticket from Kanas to Urumqi and the subsidy during the trip. On September 15, 2015, Wu Zhengping went to Chengdu for training. After the training on the 28th, he traveled to Dujiangyan scenic spots and wrote off the ticket to Dujiangyan and the accommodation fee for the day of the trip in violation of regulations. In March 2017, Wu Zhengping was warned and punished by the party.

Chen Mengchao, deputy investigator of the Qiqihar Municipal Food and Drug Administration and president of the Municipal Pharmaceutical Industry Association, disguised the issue of outbound travel in the name of official business travel. In August 2013, Chen Mengchao accepted an invitation from a certain federation to participate in an exhibition in Hong Kong. He went sightseeing for four days with private approval procedures and illegally reimbursed 4,370 yuan in travel expenses. In May 2014, Chen Mengchao once again received an activity notice from the federation. Knowing that he had no substantial official activities, he accepted the invitation again and went through the approval procedures for traveling abroad for private purposes. In June 2014, he stayed in Hong Kong, Taiwan and other places for 8 days, of which less than 2 days were related to official business, and the rest of the time was spent on sightseeing and shopping. He illegally reimbursed 8,948 yuan for travel expenses. In December 2016, Chen Mengchao received a serious warning and punishment within the party.

Wu Guihua, the director of the Hailin Educational Experimental Kindergarten, took advantage of official business to travel. From April 18 to April 20, 2016, Wu Guihua participated in the National Kindergarten Game Education Exchange Seminar held in Wuxi. After the meeting, Wu Guihua asked for instructions to postpone his return trip because he could not buy a return ticket. He visited Hangzhou, Shanghai and other places, and returned to Hailin from Shanghai on April 27. When reimbursing travel expenses, 1,050 yuan of expenses unrelated to official business will be written off. In March 2017, Wu Guihua was given a warning, and Xiao Xiuzhen, the kindergarten director, was given a warning within the party for lax inspection and control.

Dong Tianbao, director of the Office of the Standing Committee of the People's Congress of Tahe County, and others disguised tourism issues in the name of official business travel. From February 9 to 16, 2016, Dong Tianbao and his unit staff Wang Wenchang and Liang Wenxin went to Harbin and Daqing for personal affairs, travel and leisure, and illegally wrote off 8,688 yuan of related expenses. In February 2017, Dong Tianbao, Wang Wenchang, and Liang Wenxin received administrative warnings.

The notification requires party members and cadres to learn lessons from the reported cases, take them as a warning, tighten discipline at all times, and transform the spirit of implementing the eight central regulations into conscious actions. Party organizations at all levels must earnestly fulfill the main responsibility of comprehensively and strictly governing the party, pay close attention to it, do it practically, strengthen the education, supervision and management of party members and cadres, and strictly prevent the "four winds" problem from disappearing and mutating. Discipline inspection and supervision agencies at all levels must strengthen supervision and inspection, discover and investigate and deal with the "four styles" problems that wear "invisibility cloaks", and report typical cases to the public.
