Measures for the Administration of Chinese Citizens Traveling to and from Taiwan
Chapter 1 General Provisions Article 1 These Measures are formulated to ensure personnel exchanges across the Taiwan Strait, promote exchanges between all parties, and maintain social order. Article 2 These Measures shall apply to Chinese citizens living in the Mainland (hereinafter referred to as Mainland residents) traveling to and from Taiwan (hereinafter referred to as Taiwan) and Chinese citizens living in Taiwan (hereinafter referred to as Taiwan residents) traveling to and from the Mainland.
For matters not provided for in these Measures, if other relevant laws and regulations provide for them, other laws and regulations shall apply. Article 3 Mainland residents traveling to Taiwan must pass through open or designated entry-exit ports with a travel document issued by the exit-entry administration department of the public security organ. Article 4 Taiwan residents coming to the mainland must pass through open or designated entry and exit ports with travel documents issued by the national competent authority. Article 5: Chinese citizens traveling between Taiwan and the mainland must not engage in behavior that endangers national security, honor and interests. Chapter 2 Mainland Residents Traveling to Taiwan Article 6 Mainland residents traveling to Taiwan to settle down, visit relatives, friends, travel, receive and handle property, handle weddings and funerals, or participate in economic, technological, cultural, educational, sports, academic and other activities must report to Taiwan. Apply to the city or county public security bureau where your household registration is located. Article 7 Mainland residents applying to travel to Taiwan must complete the following procedures:
(1) Submit proof of identity and household registration;
(2) Fill in the application form for traveling to Taiwan;
(3) Those who are employed and studying must submit their unit’s opinions on the applicant’s trip to Taiwan; those who are not employed and studying must submit their opinions on the applicant’s trip to Taiwan from the public security police station where their household registration is located;
( 4) Submit proof corresponding to the reason for application. Article 8 The certificates mentioned in Item 4 of Article 7 of these Measures refer to:
(1) To settle in Taiwan, you must submit proof that you can settle in Taiwan;
(2) ) To visit relatives or friends, proof of relationship between relatives and friends in Taiwan must be submitted; (3) for travel, proof of travel expenses must be submitted; (4) for accepting and handling property, Notarized proof of legal rights to the property must be submitted;
(5) When dealing with marriage affairs, notarized proof of marital status must be submitted;
(6) ) To handle the funeral of relatives and friends, relevant letters or notices must be submitted;
(7) To participate in economic, technological, cultural, educational, sports, academic and other activities, one must submit invitations or consents from corresponding institutions, groups, and individuals in Taiwan Proof of participation in the activity;
(8) Other certificates deemed necessary by the competent authority. Article 9: When the public security organs accept an application from a mainland resident to travel to Taiwan, they shall make a decision on approval or disapproval within 30 days, or within 60 days if the application is in a remote location or with inconvenient transportation, and notify the applicant. Urgent applications should be processed at any time. Article 10: Mainland residents who are approved to go to Taiwan shall have their travel documents issued or endorsed by the public security organs. Article 11 Mainland residents who have been approved to go to Taiwan must go within the validity period of the endorsement on the travel document they hold. Except for those who have settled down, they must return on time.
After mainland residents travel to Taiwan, if their travel documents expire due to illness or other special circumstances and are unable to return on time, they may contact the public security agency that originally issued the certificate or the relevant agency dispatched or entrusted by the Exit-Entry Administration Bureau of the Ministry of Public Security. Apply for extension procedures; if there are special reasons, you can also apply for entry procedures at the public security organ at the port of entry. Article 12 Mainland residents who apply to travel to Taiwan will not be approved if they have any of the following circumstances:
(1) The defendant or criminal suspect in a criminal case;
(2) ) Those who are notified by the People's Court that they cannot leave the country due to unsettled litigation matters;
(3) Those who have been sentenced to a sentence that has not been completed;
(4) Those who are being reeducation through labor;

(5) The relevant competent department of the State Council believes that leaving the country will cause harm to national security or cause significant losses to national interests;
(6) There are deceptive behaviors such as fabricating information, providing false certificates, etc. of. Chapter 3 Taiwan Residents Coming to the Mainland Article 13 Taiwan residents who request to come to the mainland shall apply to the following relevant authorities for travel documents:
(1) Those who request to come directly to the mainland from the Taiwan area shall apply to the Ministry of Public Security Apply to the relevant agencies dispatched or entrusted by the Immigration Bureau; if there are special reasons, you can also apply to the public security organs at designated ports; (2) If you request to come to the mainland after arriving in Hong Kong or Macao, you can apply to the public security organs Applications must be made by agencies dispatched by the Exit-Entry Administration of the Ministry of Finance or entrusted by relevant agencies in Hong Kong and Macao;
(3) Those who come to the mainland via foreign countries shall apply in accordance with the "Exit and Entry Administration of Citizens of the People's Republic of China and the People's Republic of China" According to the Law of the People's Republic of China, apply to the diplomatic representative offices, consular offices of the People's Republic of China in foreign countries, or other overseas offices authorized by the Ministry of Foreign Affairs.
Article 14 Taiwan residents applying to come to the mainland must complete the following procedures:
(1) Submit valid identity certificate and exit and entry documents showing residence in Taiwan;
(2) Fill in the application form;
(3) If passing through other regions or countries, you must submit a re-entry permit certificate from the region or country you pass through, except for regions and countries that do not require an endorsement for transit;
(4) If you want to settle down, visit relatives, friends, travel, accept and handle property, handle weddings and funerals, you must submit proof corresponding to the purpose of the application;
(5) Conduct economic, technological, cultural, and For educational, sports, academic and other activities, an invitation from the corresponding mainland institution, group or individual or proof of agreement to participate in the activity must be submitted.
