Regulations of Qingdao Municipality on Tourism Management

Chapter I General Provisions Article 1 In order to strengthen tourism management, protect and rationally develop tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the development of tourism, these Regulations are formulated according to the specific conditions and actual needs of this Municipality. Article 2 "Tourism" as mentioned in these Regulations refers to the industries that use tourism resources and facilities to attract or receive tourists and provide services such as transportation, sightseeing, accommodation, catering, shopping and entertainment for tourists. Article 3 All units and individuals engaged in the development and construction of tourism resources, tourism business services and tourism activities within the administrative area of this Municipality shall abide by these regulations. Article 4 People's governments at all levels shall incorporate tourism into their national economic and social development plans, strengthen the construction of tourism infrastructure in accordance with national industrial policies, foster and support the development of tourism, and give play to the important role of tourism in national economic and social development. Article 5 The development of tourism should follow the principle of integrating social benefits, economic benefits and environmental benefits, give full play to the advantages of tourism resources in this city, highlight local characteristics, create a good tourism environment and market order, and establish a civilized and healthy tourism fashion. Sixth Qingdao Tourism Bureau is the tourism administrative department of the Municipal People's Government, responsible for the overall planning, macro-control, comprehensive coordination, supervision and inspection of the city's tourism industry. Its main responsibilities are:

(a) the implementation of tourism and other relevant laws and regulations;

(two) the preparation of long-term tourism planning and annual plan and organize their implementation;

(three) responsible for the general survey of tourism resources, the preparation of tourism resources protection and development and utilization planning, guidance, coordination and supervision of tourism resources protection, development and utilization;

(four) to participate in the demonstration of the controlled planning and the detailed planning of the tourist attractions;

(5) Organizing and guiding tourism publicity, exploring international and domestic tourism markets, and managing outbound tourism affairs under centralized management;

(six) according to the provisions of the examination and approval of travel agencies and designated tourist units, management of tour guides, organization and guidance of the star rating of tourist hotels;

(seven) to guide the education and training of tourism talents, and to organize and guide the technical business rating of employees;

(eight) in conjunction with the relevant departments to guide the work of tourism safety;

(9) Accepting complaints from tourists;

(ten) other duties entrusted by the Municipal People's government.

County-level cities (districts) tourism administrative departments are responsible for tourism management within their respective jurisdictions.

All relevant departments shall, according to their respective responsibilities, cooperate with the tourism administrative departments to do a good job in tourism management. Seventh encourage and support domestic and foreign enterprises, institutions, social organizations and individuals to engage in tourism resources development and construction and tourism business activities according to law. Article 8 People's governments at all levels should attach importance to and support the development of tourism education, train tourism professionals and improve their quality and service skills. Chapter II Protection, Development and Construction of Tourism Resources Article 9 People's governments at all levels shall take measures to protect and rationally develop and utilize tourism resources.

All units and individuals have the obligation to protect tourism resources, and have the right to stop, report and accuse acts that destroy tourism resources. Tenth tourism administrative departments at all levels shall be responsible for the investigation, evaluation and planning of tourism resources within their respective jurisdictions. Tourist attractions management agencies are responsible for the protection, development and utilization planning of tourist resources in scenic spots, and organize the implementation after approval according to relevant regulations. Eleventh development and construction of tourist attractions and tourism construction projects shall conform to the planning of tourism resources protection, development and utilization, overall arrangement, rational layout and coordinated development. Twelfth development and construction (including new construction, expansion and reconstruction) of tourist attractions, the municipal tourism administrative department shall put forward evaluation opinions on its tourism value and environmental quality. Thirteenth star tourist hotel construction projects and key tourism construction projects, the project proposal and feasibility study report shall be approved by the municipal tourism administrative department to participate in the audit and issue audit opinions. Fourteenth tourist attractions and key tourism construction projects, the construction unit shall obtain the examination opinions of the municipal tourism administrative department before applying for the construction project planning permit. Fifteenth new construction, renovation and expansion of tourism construction projects in tourist attractions should be carried out in strict accordance with the control planning and construction detailed planning; After the completion of the project, the tourism administrative department shall participate in the acceptance and sign opinions. Sixteenth tourist attractions should be in accordance with the planning and construction of tourism infrastructure, commercial service outlets and safety and health facilities. Its construction should be adapted to the overall construction of tourist attractions, and the architectural style should be coordinated with the surrounding environment. Seventeenth development of tourism construction projects must carry out environmental impact assessment, and implement the policy of coordination and synchronization with environmental protection. Treatment facilities for waste water, waste gas and solid waste must be designed, constructed and put into use simultaneously with the main project. Eighteenth it is forbidden to build projects that pollute the environment and destroy the landscape and ecology in tourist attractions; It is forbidden to engage in production and business activities that pollute the environment and destroy the landscape and ecology in tourist attractions. Nineteenth tourist attractions management agencies shall, in accordance with the scope of planning approval, set up border signs in tourist attractions. Twentieth tourist attractions management institutions shall formulate the management system of tourist attractions, strengthen the management of tourist attractions, maintain the normal tourism order, keep the tourist facilities intact and clean, and improve the service facilities.
