In order to strictly enforce the annual inspection system for tour guides, strengthen the management of tour guides, standardize the professional behavior of tour guides, and improve the overall quality and professional level of tour guides in our province, In accordance with the "Tourism Law", "Regulations on the Management of Tour Guides", "Implementation Measures for the Management of Tour Guides", "Regulations on Travel Agencies" and other relevant laws and regulations, combined with the actual situation of tourism supervision in our province, we will now carry out the annual inspection of tour guides in 2014 Relevant matters are notified as follows:

1. Scope and time of annual inspection of tour guides in 2014

(1) Scope of annual inspection

Anyone who obtained a tour guide before December 31, 2014 Tour guides with IC cards should participate in annual inspections.

(2) Annual inspection time

The annual inspection of tour guides will be completed from March 10 to May 10, 2015. During this period, the province will stop handling the transfer procedures for tour guides.

2. Division of responsibilities for the annual inspection of tour guides in 2014

(1) Junior tour guides

1. The junior tour guides of each travel agency operating outbound business shall be composed of The Provincial Tourism Development Committee organizes annual inspections, training and assessments;

Junior tour guides affiliated to travel agencies and tour guide service management companies (centres) that operate domestic tourism business and inbound tourism business shall follow "leveled management and local responsibility" In accordance with the principle, the state and municipal tourism bureaus (committees) organize annual inspection training and assessment in accordance with the unified arrangements of the provincial tourism development committee.

(2) Intermediate and senior tour guides

Intermediate and senior tour guides affiliated to travel agencies and tour guide service management companies (centers) across the province shall be organized by the Provincial Tourism Development Committee for annual inspection, training and assessment.

Note: In order to facilitate the annual inspection of tour guides, junior, intermediate and senior tour guides affiliated to travel agencies outside the jurisdiction of Kunming City shall, in accordance with the principle of "hierarchical management and local responsibility", be determined by the state and municipal tourism bureau (committee) where they are located. Organize annual inspection training and assessment in accordance with the unified arrangements of the Provincial Tourism Development Committee.

3. 2014 Tour Guide Annual Inspection Training Content and Assessment Method

Tour guides must participate in annual inspection training and assessment. Anyone who fails to participate in the training and assessment will not pass the annual inspection.

The annual inspection and assessment method should not only combine theoretical training and examination, on-site tour guide assessment (explanation, knowledge Q&A), but also be combined with the annual review of tour guide service quality and daily supervision work.

(1) Classroom theoretical training, two days per session.

Content: 1. Policies and regulations (including the "Tourism Law", "Yunnan Provincial Tourism Regulations" "Fifteen Forbidden" requirements, "Yunnan Provincial People's Government on Strengthening the Order of the Tourism Market and Comprehensively Improving the Quality of Tourism Services" "Opinions"), etc.;

2. Tour guide business knowledge (including "Tour Guide Service Standards" (DB53/T308-2010), "Tour Guide Service Quality Classification and Assessment" (DB53/T324-2010) Contents of local standards and relevant requirements for civilized tourism;

3. Public service safety precautions and emergency rescue knowledge (including traffic, fire, geological disasters, anti-terrorism and riot prevention, food safety, disease prevention, etc.) ;

4. Professional ethics education for tour guides

Each group of on-site assessments is composed of two examiners. According to the principle of local invitation, the states and cities invite tourism administration department personnel, senior tour guides and senior tour guides. Travel agency management experts and others form the examiner group.

4. Management of annual inspection of tour guides in 2014

(1) According to the "Regulations on the Management of Tour Guides", tour guides must participate in the annual inspection. Tour guides who have not passed the annual inspection are not allowed to engage in tour guide work, are not allowed to handle the transfer of tour guides, change and renewal procedures for the Tour Guide Certificate (IC) card, and are not allowed to update the annual inspection information of the Tour Guide Certificate (IC) card by swiping the tour guide IC card.

(2) State and municipal tourism bureaus (committees) must strictly review the annual inspection qualifications of tour guides. If they are found to have failed to participate in the annual inspection for more than one year, they will be dealt with in accordance with the "Measures for Dealing with Tour Guides Who Have Not Participated in the Annual Inspection".

(3) According to the "Notice of the Yunnan Provincial Tourism Development Committee on the 2013 National Intermediate and Senior Tour Guide Grade Examination (Yunnan Examination Area)" (Yunlvfa [2013] No. 67), "Yunnan Provincial Notice of the Tourism Development Committee on the 2014 National Intermediate and Senior Tour Guide Grade Examination (Yunnan Examination Area) (Yunlvfa [2014] No. 150) Those who pass the intermediate and senior tour guide examinations and obtain certificates (list attached) will be exempted from training, training fees, and examinations for the 2014 annual tour guide inspection.

(4) Those who pass the annual inspection training and assessment will be reviewed by the state and municipal tourism bureaus (committees) and submit the "Annual Tour Guide Annual Inspection Training and Daily Supervision Statistical Table" (see Attachment 1) and Tour Guide Certificate ( IC) card should be reported to the Provincial Tourism Development Committee.

(5) Treatment measures for tour guides who fail to pass the annual inspection or fail to participate in the annual inspection:

1. Those who failed to pass the annual inspection in the previous year or did not participate in the annual inspection in one year:

If you want to continue working as a tour guide, you must re-apply the annual inspection procedures for the previous year and participate in the 2014 annual inspection training for tour guides. Only after passing the training can you swipe your card to update the annual inspection information.

2. Those who have not participated in the annual inspection for two consecutive years:

If you want to continue to work as a tour guide, you must register for the National Tour Guide Qualification Examination held every year (registration in June each year, registration in November Examination), and two additional subjects: "Policies and Regulations" and "On-site Examination". Only those who pass the exam can apply for the annual inspection procedures for tour guide certificates.

3. Those who have not participated in the annual inspection for three consecutive years:

The tour guide IC card management system will automatically change the expired annual inspection tour guide certificate information to a canceled status. (6) Tour guides who have passed the annual inspection in 2014 should actively participate in the assessment and annual review of Yunnan Tour Guide Service Quality Grade.
