What if I don't have an ID card to go to Lhasa?

4. Applicants need to collect one fingerprint of their left hand and one fingerprint of their right hand when applying for a new ID card. If it cannot be collected for special reasons, the staff shall explain the reasons and record them;
5. The applicant pays the cost of the resident ID card, and the staff issues a unified payment book for non-tax income;
6, residents from the date of acceptance 15 working days to the designated issuing place, with the "non-tax income unified payment book" and the original identity card (a replacement) to receive vouchers;
7. You can also use the EMS certificate. For postal express service, postal information should also be filled in. 10 days later, it will be sent to the place designated by the applicant by postal courier company.
To sum up, since the ID card is the only proof of China's citizenship, if you don't have an ID card when you enter Tibet, you can't travel normally and go through all the formalities. However, you can go to the public security organ to handle temporary id card, and you can consult the local public security organ for specific procedures.
