Arashiyama is actually very low, and most of the scenic spots are in mountain valleys. There are only a few temples on the hillside. Most of the mountainous areas are private land and unauthorized entry is not allowed.
Arashiyama can be appreciated with your eyes. You can take a sightseeing train, an observation boat, a rickshaw, or take a walk.
