That’s Nima Dui.
Nimadui is an "altar" built by Tibetans living on the Qinghai-Tibet Plateau using stones, slabs and pebbles of various sizes. It is also called "Shendui".
The colorful flags you mentioned are prayer flags. Tibetans believe that when the prayer flags are hung up, every time the wind blows, it is equivalent to reciting a sutra.
