Is there still a saying in Bijie experimental area?

Yes, we need to jump out of Bijie, deepen our understanding from a higher level of regional planning and explore specific paths. This paper attempts to explore a new path of regional development and prosperity from the layout of Yunnan, Guizhou, Sichuan and Chongqing metropolitan area and its junction.

Layout conception of "four cities" and "five flowers"

The so-called "four cities+five flowers" is to build a central flowering pattern around the four metropolitan areas of Chengdu, Chongqing, Guiyang and Kunming, and focus on promoting the development of five secondary urban areas in the border areas of Yunnan, Guizhou, Sichuan and Chongqing: Bijie, Zhaotong, Yibin, Luzhou and Zunyi.

The main reasons for its conception are as follows:

First, Tales of Four Cities is better than Tales of Two Cities and Tales of Three Cities. The so-called "Tale of Two Cities" refers to the twin axes of "Chengdu-Chongqing" as the main axis in the national regional strategic planning to promote the development of related regions. There is no doubt that this strategy is correct and effective at the national level. However, from the perspective of Yunnan, Guizhou, Sichuan and Chongqing in the southwest, the promotion of Yunnan and Guizhou provinces is obviously not enough. There is also a saying in A Tale of Three Cities that adding Xi 'an is not enough for the promotion of Yunnan and Guizhou provinces. In fact, if we look at it from another angle, Chengdu, Chongqing, Guiyang and Kunming will form a square "four cities" pattern, and its driving range will be wider and more effective, because Yunnan, Guizhou, Sichuan and Chongqing have belonged to the same sub-cultural circle since ancient times: languages are interlinked, customs are similar, products are diverse and resources are abundant. A Tale of Two Cities is undoubtedly the top priority of the national strategy, but its radiation, driving area and population can not be compared with the "three-dimensional compound" driving of "four cities" because it is mainly driven by "linear or ribbon". At the same time, Tale of Four Cities can fully rely on the national key strategic planning of A Tale of Two Cities. While relying on the northern twin-city axis as the main axis, it also takes into account and radiates the development of vast areas in other three axes.

Second, relying on the four axes, we can better build a central flowering pattern-that is, "four cities" drive "five flowers" (Bijie, Zhaotong, Yibin, Luzhou and Zunyi). Wu Xiaohua, with a total area of/kloc-0.05 million square kilometers and a population of 27 million, is a relatively concentrated and densely populated area in Yunnan, Guizhou and Sichuan provinces, which is of great significance to the overall economic and social development and rural revitalization. With the opening of "Cheng Gui Intercity Railway", the construction of "Chongqing-Kunming High-speed Railway" and the development of shipping in the upper reaches of the Yangtze River and Chishui River, in fact, Yibin, Luzhou and Bijie have formed a pattern of crossing traffic lines, and the pattern of "five small flowers and one flower" has been formed. Compared with the "four cities" in the outer ring, the inner ring structure of "Wuhua" can be relatively optimal in investment, construction, commerce and internal circulation costs. Take the intercity high-speed rail as an example, it is estimated that it is only about one-sixth of the outer ring, and the radiation area, population drive and construction investment cost are much superior. The same is true in the layout of universities, scientific research institutions, hospitals, quarantine and other health institutions, as well as key industries and tourism development.
