How would you rate the city of Datong?

This question is very broad, and I only have a superficial understanding of it. I will briefly describe it based on the situation in Datong in 2016. Any additions are welcome.

In 2016, Datong responded to the downward pressure on the coal industry economy and implemented transformation and reform. According to the urban development report, due to the impact of the weakness of the coal industry, the local government's fiscal revenue fell by 2.55% year-on-year. The coal industry also affected the industrial economy.

Tourism development is not bad. In 2016, Datong successfully hosted the Shanxi Provincial Tourism Development Conference, driving the tourism market.

Some existing problems:

1. The unbalanced industrial structure and the downward pressure on the coal economy have made it difficult for some enterprises to operate.

2. People’s income is generally low, and the city’s economic aggregate is small.

3. There is a large gap between urban and rural development levels, and the number of leading enterprises is small.

My own little opinion: We can transform into a tourist city, improve the city's carrying capacity, optimize the urban spatial layout, and construct a characteristic city.
