Does special funding for tourist toilets require financial investment?

Tourist public toilet subsidies are provided in two ways: provincial funds and municipal financial subsidies.

Zhongshan Province strives for subsidies by applying to Zhongshan Province for the National Tourism Development Fund and provincial tourism development special funds. Municipal subsidy funds adopt the method of construction first and supplement later, and will be allocated after the project is completed and accepted.

Refer to the "Notice on Issuing Implementation Opinions on Further Strengthening the Construction and Management of Urban Public Toilets in Xi'an" (Municipal Administration Office [2010] No. 188) and "On Issuing Xi'an Tourism "Notice of the Toilet Construction Management Action Plan" (Municipal Government Office Letter [2015] No. 258) requires that tourist attractions in the six districts of the city and various development zones and rural tourism demonstration villages (spots) that have completed the construction tasks of the current year and have passed the acceptance inspection Toilet construction projects that meet the construction standards for new Class I toilets, the building area of ??each toilet seat is not less than 7 square meters, and a subsidy of 12,000 yuan/toilet seat is provided; for those that meet the construction standards for new Class II toilets, the building area of ??each toilet seat is not less than 4.9 square meters, subsidized at the rate of RMB 8,000 per toilet space. For new tourist toilets in suburban (county) tourist attractions and rural tourism demonstration villages (spots), if the construction area of ??each toilet seat is not less than 4.9 square meters, a unified subsidy of 10,000 yuan per toilet seat will be provided. Renovation and expansion of toilets will be implemented at half of the above standards. For tourist toilets that complete the construction of the third toilet in the year and pass the acceptance inspection, a subsidy of 30,000 yuan per seat will be given.

Tourist toilet subsidies are funded by municipal tourism special funds. Subsidies will not be repeated for tourist toilet construction projects arranged with provincial funds that year.
