According to Article 15 of the Measures for the Administration of Tourism Safety: 1. After the occurrence of tourism emergencies, the on-site personnel of tourism operators shall immediately report to the person in charge of the unit. After receiving the report, the person in charge of the unit shall report to the county-level tourism authorities, safety production supervision and management departments and other relevant departments responsible for safety production supervision and management within 1 hour;

2. The person in charge of the travel agency shall also report to the local tourism authorities at or above the county level where the unit is located. In case of emergency or major, especially major tourism emergencies, the relevant personnel at the scene can directly report to the tourism authorities at or above the county level, the supervision and administration department of production safety and other relevant departments responsible for the supervision and administration of production safety where the travel agency is located.

3. In case of unexpected tourism events abroad, the tour team leader should immediately report to the local police, the local embassy or consulate of China or the heads of government agencies and travel agencies. The person in charge of the travel agency shall report to the local tourism authorities at or above the county level where the unit is located 1 hour after receiving the report from the tour leader.
