Interim Measures for the Management of Creating Excellent Tourism Cities in China
Chapter 1 General Provisions Article 1 In order to strengthen the management of the work of creating China's outstanding tourism cities (hereinafter referred to as "Excellence Creation"), improve the city's modern tourism functions, and promote the city's economic development and social progress, these Measures are formulated . Article 2 The National Tourism Administration has established a Steering Committee for the Creation of China’s Excellent Tourism Cities (hereinafter referred to as the Excellence Creation Committee), which is responsible for guiding the development of excellence creation work nationwide. Creating Excellence accepts the guidance of the Central Steering Committee for the Construction of Spiritual Civilization and can recruit relevant departments to participate. The Excellence Committee has an office responsible for handling daily work. Each province (region) and prefecture-level city should establish corresponding agencies and be responsible for the development of China's outstanding tourism cities within their respective jurisdictions. Article 3 The "Inspection Standards for China's Excellent Tourism Cities" (hereinafter referred to as the "Standards") are formulated and promulgated by the National Tourism Administration. Article 4: The National Tourism Administration adopts various forms to comprehensively publicize the overall image of China’s outstanding tourist cities. Article 5: The National Tourism Administration establishes markers for China’s outstanding tourist cities. The main body of the marker consists of three parts: the Great Wall beacon tower, the globe and the Chinese tourism industry logo. Chapter 2 Application Article 6 The National Tourism Administration encourages tourist cities to participate in excellence creation work. County-level cities participating in excellence creation work shall report to the tourism bureaus of the provinces and autonomous regions where they are located through the superior tourism bureau; prefecture-level cities and sub-provincial cities shall report to the tourism bureaus of the provinces and autonomous regions where they are located; municipalities directly under the Central Government shall report directly to the National Tourism Administration. Article 7: The applying city should establish corresponding institutions to be responsible for the development of excellence-creating work in the city. Article 8 The applying city shall submit the following documents:
(1) Municipal Tourism Bureau application report;
(2) Documents agreeing to the application by the municipal government;
(3) Municipal excellence creation work plan;
(4) Municipal excellence creation agency establishment and contact information;
(5) Other materials required to be supplemented by the superior tourism administrative department. Article 9: The tourism bureaus of each province and autonomous region shall submit the list of participating cities to the National Tourism Administration after reviewing the application materials based on the overall arrangements for excellence creation work in their respective jurisdictions and the actual situation of the applying cities. The reported cities will be included in the list of participating cities nationwide after being reviewed by the National Tourism Administration. Chapter 3 Creation Article 10 Participating cities shall, in accordance with the "Standards", decompose target responsibilities to relevant departments of the city and implement plans to meet the standards.
In order to ensure that the creation work is not a formality, in principle, the creation work will take no less than three years after being included in the list of cities participating in the national creation. Article 11 Participating cities should supervise and inspect the creation work, and promptly report the progress of the creation work to the higher-level excellence creation agency. Article 12 Participating cities should do a good job in promoting and launching the creation work, and closely integrate, coordinate and promote each other with other creation activities. Chapter 4 Self-inspection Article 13 Participating cities should conduct self-inspection after implementing the establishment plan. Article 14 The self-inspection work shall be uniformly deployed by the excellence creation institutions of participating cities, and specialized personnel shall be organized to score all assessment items one by one in strict accordance with the "Standards". Article 15 The scope of self-inspection should involve all units and places inspected by the "Standards". After the self-inspection pass rate reaches more than 90%, the participating cities can submit a preliminary review application to the higher-level tourism bureau. Article 16: The National Tourism Administration accepts preliminary review applications from municipalities directly under the Central Government. Provincial tourism bureaus accept preliminary review applications forwarded by superior tourism bureaus at the sub-provincial, prefecture-level and county-level cities under their jurisdiction. Chapter 5 Preliminary Review Article 17 The following documents shall be submitted during the preliminary review of the application for participating in the creation of a city:
(1) Application report of the city's excellence creation institution;
(2) The city's application for excellence creation Self-inspection status report;
(3) Directory and addresses of all units involved in the "Standards" inspection items in the city;
(4) Self-inspection status score sheet in the city. Article 18 After reviewing the preliminary application materials of the participating cities, the provincial tourism bureau shall organize a preliminary review team to conduct the preliminary review of the participating cities. Article 19 The preliminary review team shall score all assessment items of the "Standards" item by item and provide preliminary review opinions. Article 20: Provincial tourism bureaus shall carefully review the preliminary review opinions put forward by the preliminary review team and make preliminary review conclusions. Cities that pass the preliminary review can submit an acceptance application to the National Tourism Administration. Article 21: After reviewing the preliminary review application materials of the municipality directly under the Central Government, the National Tourism Administration may conduct the preliminary review work in the form of open and covert visits and put forward preliminary review opinions. Article 22: The National Tourism Administration shall make a decision on whether to proceed with acceptance after reviewing the application for acceptance and the preliminary opinions. Chapter Six Acceptance Article 23 The following documents shall be submitted when applying for acceptance:
(1) Provincial Tourism Bureau preliminary review report;
(2) Preliminary review score sheet;

(3) The self-inspection work report and self-inspection score sheet of the participating cities;
(4) All units and addresses of the participating cities that are involved in the "Standards" inspection items. Article 24: The National Tourism Administration shall organize an acceptance team to conduct acceptance work based on the establishment and preliminary review of participating cities. Article 25: During acceptance inspection, inspections shall be carried out in strict accordance with the "Standards". Article 26 After the acceptance work is completed, the acceptance team shall submit the acceptance report and score sheet to the National Tourism Administration. Chapter 7 Approval and Naming Article 27 The National Tourism Administration will officially name cities that pass the acceptance inspection as "China's Excellent Tourism Cities" after consulting with the opinions of relevant departments and issue certificates and markers. Article 28 Without the approval of the National Tourism Administration, no city may use the title of "China's Excellent Tourism City", and no publicity materials using the standard materials and graphic graphics of "China's Excellent Tourism City" may be produced without authorization.
