Measures to Promote Rural Tourism in Xinjiang Uygur Autonomous Region

Article 1 The purpose of legislation is to effectively protect and rationally develop and utilize rural tourism resources, safeguard the legitimate rights and interests of tourists and tour operators, and promote the coordinated and sustainable development of rural tourism. According to the "Tourism Law of the People's Republic of China", "Tourism Regulations of Xinjiang Uygur Autonomous Region" and other laws and regulations, combined with the actual situation of the autonomous region, these measures are formulated. Article 2 Scope of Application These Measures shall apply to rural tourism promotion and related services, supervision and management activities within the administrative area of the autonomous region. Article 3 Definition of Terminology The term "rural tourism" as mentioned in these Measures refers to the tourism reception service activities carried out by relying on natural and human resources such as natural scenery, rural residential landscape, forest and flower landscape, folk culture and customs in agricultural and pastoral areas, and using courtyards, orchards, domesticated farms, ponds, farms, pastures, manual workshops and other places. Article 4 The development of rural tourism should follow the principles of government guidance, market operation, villagers' voluntary, planning first and highlighting characteristics, adhere to the principles of overall development, integration of scenery and villages and sustainable development, and realize the unity of social, economic and ecological benefits. Article 5 Government Duties People's governments at all levels should support and guide the development of rural tourism, incorporate rural tourism into the overall layout of new rural construction, new urbanization construction and poverty alleviation, formulate and organize the implementation of measures conducive to the sustained and healthy development of rural tourism in light of actual conditions, and promote the integrated development of rural tourism industry with agriculture, forestry, animal husbandry, culture and sports.

Encourage rural tourism activities based on local natural geography, history and culture, folk art, ethnic customs and other special resources. Sixth departmental responsibilities The tourism administrative department of the people's government at or above the county level shall be responsible for the guidance, service, tourism safety inspection, supervision and management of rural tourism within their respective administrative areas.

The administrative departments of finance, development and reform, agriculture, land and resources, housing and urban and rural construction, transportation, food and drug supervision, public security and fire control, industry and commerce, culture and other departments of the people's governments at or above the county level shall be responsible for the related work of rural tourism promotion within the scope of their respective statutory duties. Seventh survey and evaluation of the tourism administrative departments of the people's governments at or above the county level shall conduct a comprehensive survey and evaluation of rural tourism resources within their respective administrative areas, and establish a database of rural tourism resources. Article 8 Special Planning The tourism administrative department of the people's government at or above the county level shall, according to the tourism development plan and the general survey of rural tourism resources in their respective administrative areas, work out a special plan for rural tourism in conjunction with the relevant administrative departments and report it to the people's government at the same level for approval before implementation.

Rural tourism projects shall conform to the special planning of rural tourism. When examining and approving construction projects involving rural tourism, the relevant administrative departments shall solicit the opinions of the tourism administrative departments. Ninth special funds People's governments at or above the county level shall arrange not less than 05% of the special funds for tourism as special support funds for rural tourism.

Rural tourism special support funds are mainly used for rural tourism special planning, publicity and promotion, information construction, employee training, loan guarantee funds and guaranteed loan interest subsidies, premium subsidies, rural tourism demonstration villages (villages) or rural tourism operators who have obtained grades. Eleventh project support people's governments at or above the county level shall support the development of rural tourism, and give priority to rural biogas, drinking water for people and livestock, garbage and sewage treatment, comprehensive agricultural development and other agricultural projects under the same conditions; For projects that conform to industrial development, priority should be given to handling relevant procedures. Twelfth land use support administrative departments of land and resources should give priority to the development of leisure agriculture in rural tourism projects, and incorporated into the overall land use planning and annual plans.

Encourage the use of village collective construction land, abandoned land and unused land to develop rural tourism. Article 13 Land Support II Rural collective economic organizations may use the construction land for their own operations according to law, or jointly establish tourist reception service enterprises such as accommodation, catering and parking lots with other units and individuals by means of land use rights as shares or joint ventures.

Units and individuals other than rural collective economic organizations can use agricultural land and unused land owned by rural collectives to engage in tourism-related farming, forestry, animal husbandry and fishery production through contracted management circulation according to law. Strengthen the construction of rural tourist roads, sightseeing roads, tourist comprehensive service centers, parking lots, power supply, water supply and drainage, leisure auxiliary facilities and information networks, and improve the supporting infrastructure and public service system for rural tourism.

Township (town) people's governments and villagers' committees shall build and transform rural toilets and other health infrastructure, regularly organize garbage removal, carry out activities to kill rats, flies, cockroaches, fleas and other vectors and remove breeding grounds, and improve rural tourism environmental sanitation.
