Shaoxing city master plan

At present, China has entered the decisive stage of building a well-off society in an all-round way, which puts forward new requirements for the sustainable development of resource-based cities and urgently needs overall planning and coordinated promotion.

The preparation and approval of Shaoxing master plan took six or seven years, during which it was revised and adjusted three times. After discussion and study at the executive meeting of the provincial government on February 26th, 2000165438, it was finally passed. The main contents of the approved "Shaoxing City Master Plan":

1, about the planning period

The term of Shaoxing's overall urban planning is: 200 1-2005 in the near future, 2006-20 10 in the medium term, and 201-2020 in the long term, with the prospect to the middle of the next century.

2. Urban system planning of the city.

In 2000, the total population of Shaoxing was 4.32 million, the total urban population was 6.5438+0.68 million, and the urbanization level was about 39%. The planning predicts that in 20 10, the total population of the city will be 4.8 million, the total urban population will be 2.4 million, and the urbanization level will be 50%. In 2020, the city's total population is 5 million, the total urban population is 3.25 million, and the urbanization level is 65%. The planning puts forward that the spatial structure of Shaoxing urban system is "one center, three groups and three axes". A center refers to the formation of a large-scale and high-grade central city within the city, that is, Shaoxing Central City. The three major urban agglomerations refer to the construction of Yu Shao urban agglomerations with dual-core structure formed with Yu Shao Plain as the basic geographical unit; Zhuji town group with single-core structure formed with Zhuji basin as the basic geographical unit; Shengzhou basin and Xinchang basin are the basic geographical units to form a new town group with dual-core structure. Three-axis refers to the development axis of Shaobei first-class town with the main east-west traffic arteries such as Hangzhou-Ningbo Expressway, National Highway 329, National Highway 104, Xiao Yong Railway and Hangzhou-Ningbo Grand Canal as the skeleton; The development axis of Shao Xi's secondary towns, which is based on the land and water transportation trunk lines such as Hangjinqu Expressway, Jinhang Highway, zhejiang-jiangxi railway and Puyang River; Expressway, 104 National Road and Cao 'e River are the development axes of secondary towns in Shaodong.

3. About the scope of urban planning area

The "urban planning area" defined in the Master Plan includes all administrative areas of Yuecheng District and Shaoxing County, with a total area of 65,438+0,490 square kilometers. Among them, Yuecheng District is 336.5 square kilometers, and Shaoxing County 1 153.3 square kilometers.

4. About the nature of the city

The nature of Shaoxing city is determined as:? The south wing of the Yangtze River Delta is a regional central city featuring wine-making, textile and electronics, and a famous tourist city featuring history, culture and scenery? .

5. About the size of the city

In 2000, the urban population of Shaoxing was 548,000, and it is planned to be 650,000 in the near future (including 450,000 people crossing the city, 0.5 million people in Ke Qiao/KLOC-0 and 50,000 people in Paojiang). 800,000 people in the middle of 20 10 (including 500,000 people in Yuecheng, 200,000 people in Ke Qiao and 65,438+10,000 people in Paojiang); In 2020, there will be 6,543,800+people (including 580,000 in Yuecheng, 250,000 in Ke Qiao and 654,38+0.7 million in Paojiang).

In 2000, the total area of Shaoxing's existing built-up area was 54.7 square kilometers, and the per capita construction land was about 100 square meter. It is planned to control the urban construction land 100 square meter in the near, medium and long term. The total planned urban construction land area is 65 square kilometers in the near term, 80 square kilometers in the medium term, and 100 square kilometers in the long term (excluding water surface and Huijishan tourism and holiday).

6. About the overall layout of the city

The planning structure of Shaoxing central city is defined as "three groups and green space". This group structure conforms to the objective laws and requirements of the development of big cities. There is a large area of open green space and green water surface among the groups, which creates good conditions for Shaoxing to move towards an ecological city with harmony between man and nature. After scientific planning and careful demonstration, green space in some areas can be used as urban leisure tourism in resorts.

The functional divisions of the three groups are: Yuecheng Group is the political, economic and cultural center of the central city and a famous historical and cultural city; Ke Qiao Group is a sub-center featuring textiles and commerce. Paojiang Group is a modern industrial new city with the development of high-tech industries as the leading factor.

Shaoxing city master plan has also determined the urban road traffic planning, urban water supply and drainage projects, planned electricity consumption and telephone penetration rate.
