Measures of Tianjin to Promote the Development of Convention and Exhibition Industry

Chapter I General Provisions Article 1 In order to promote the development of convention and exhibition industry in this Municipality, improve the development environment of convention and exhibition industry, and standardize convention and exhibition behavior, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 The term "exhibition" as mentioned in these Measures refers to the commercial activities in which the organizer (including the organizer and the organizer) invites the exhibitors to exchange information by displaying commodities, technologies, services or images in a fixed venue and within a predetermined period of time, so as to promote the development of economy, trade and science and technology.

The term "organizer" as mentioned in these Measures refers to the unit that is responsible for formulating exhibition plans and schemes, coordinating, organizing and arranging exhibition activities, and is mainly responsible for exhibitions.

The term "organizer" as mentioned in these Measures refers to the unit responsible for exhibition, publicity, security, transportation and other specific exhibition affairs according to the contract signed with the organizer. Article 3 These Measures shall apply to the operation, management and development of exhibitions within the administrative area of this Municipality. Article 4 The development and standardization of the convention and exhibition industry in this Municipality shall follow the laws of the market, advocate orderly competition, encourage industry self-discipline, conduct appropriate supervision, and safeguard the legitimate rights and interests of all parties involved in convention and exhibition activities according to law. Article 5 The development of convention and exhibition industry in this Municipality shall be incorporated into the national economic and social development plan, and the medium and long-term convention and exhibition industry development plan shall be formulated according to the national economic and social development plan. Article 6 The competent commerce department shall be responsible for the overall planning, comprehensive coordination and standardized management of the convention and exhibition industry.

Development and reform, industry and commerce, public security, landscape architecture, tourism, health, customs, quality supervision, intellectual property, transportation and ports, port services, inspection and quarantine and other departments shall do a good job in relevant management within their respective functions and duties. Article 7 The municipal convention and exhibition industry association shall formulate industry service standards, establish an exhibition evaluation system, organize exhibition data statistics, release exhibition information, and guide its members to standardize their operations.

All kinds of professional trade organizations should make use of professional information resources to organize and hold professional exhibitions and play a self-discipline role. Article 8 This Municipality actively promotes the cooperative development of convention and exhibition industry and tourism.

Convention and exhibition industry and tourism industry organizations should establish cooperation mechanisms and actively promote cooperation between enterprises. Chapter II Inviting and Holding Exhibitions Article 9 The organizer shall report the information of the exhibitions to be held in the first half and the second half of this year to the Municipal Convention and Exhibition Industry Association before June and June of each year, which will be announced to the public by the Municipal Convention and Exhibition Industry Association, and at the same time inform the relevant departments of industry and commerce, public security and intellectual property rights. Article 10 To hold an exhibition, the organizer shall have the qualification of an independent legal person, be able to bear corresponding civil liabilities, and have funds commensurate with the scale of the exhibition.

Where two or more units jointly hold an exhibition, at least one of them shall meet the requirements specified in the preceding paragraph. Article 11 When undertaking an exhibition, the organizer shall perform its obligations in accordance with the contract signed with the organizer. Without the consent of the organizer, the organizer may not entrust other units to undertake it. Twelfth relevant units or personnel can consult the competent department of commerce or the city exhibition industry association for the following information:

(1) Laws, regulations, rules and policies related to the convention and exhibition industry;

(two) the development status and service environment of the convention and exhibition industry in this city;

(3) Introduction of important exhibitions;

(four) the exhibition project dynamics;

(5) Credit information of employees in the exhibition industry;

(six) other information about the exhibition industry that can be disclosed according to law. Thirteenth organizers shall, in accordance with the provisions of the state and this Municipality, apply to the public security organs for safety permits for large-scale mass activities before holding them, and pass the fire safety inspection. If it is necessary to temporarily hang promotional materials or set up various advertisements outdoors, it shall also go through the administrative licensing procedures at the city appearance and garden department.

If a large-scale exhibition may affect the traffic in the surrounding areas, the organizer shall report the time, place, scale and other relevant information of the exhibition to the public security traffic management department before the exhibition, and the relevant departments shall provide guidance and services for it in time.

Hold international exhibitions on economy, technology, science and technology, publishing, culture, broadcasting, film and television, education, etc. It should also be reported to the relevant departments for examination and approval in accordance with the provisions of laws, regulations and rules. Article 14 Where an international or large-scale exhibition is held and exhibition information is submitted in accordance with Article 9 of these Measures, the competent commercial department shall provide guidance and services in licensing, examination and approval, declaration, etc. Article 15 Organizers shall publish exhibition information objectively and truthfully, and shall not make false or misleading propaganda.

After the exhibition information is released, the name, theme, time, place and price of the exhibition shall not be changed without justifiable reasons; If there is a justifiable reason to change it, it shall immediately notify the exhibitors and relevant departments and personnel.

In accordance with the provisions of Article 13 of these Measures, the exhibition shall be licensed, approved and reported. If the information of exhibitors changes, the organizer shall change the license, approval and report. Sixteenth exhibition venues should meet the requirements of hygiene, fire control and safety, and set up safety warning and guidance signs in a prominent position.

In addition to meeting the requirements of the preceding paragraph, the exhibition area for holding exhibitions of valuables such as gold, silver, jewels, diamonds, clocks, calligraphy and paintings, cultural relics, etc. (according to the classification standard of cultural relics in the Ministry of Culture 19, reaching Grade III or above) should also be provided with single-person passages and booths and cabinets that meet the protection requirements.

Venues should regularly maintain venue facilities, optimize services, charge fees reasonably, establish venue security system, equip full-time security personnel, and guide the organizers and exhibitors to do a good job in safety and fire control.
