First of all, I think this is just a grading standard set by the National Tourism Administration. It doesn't seem to have much meaning, just like we got four grades of A, B, C and D in the exam.

4A-level scenic spots are evaluated by the National Tourism Scenic Spot Quality Rating Committee in accordance with the national standards of Classification and Evaluation of Tourism Scenic Spot Quality Rating and Management Measures for Tourism Scenic Spot Quality Rating, which were initially evaluated and recommended by the Provincial Tourism Scenic Spot Quality Rating Committee. From the aspects of tourist traffic, sightseeing, tourist safety, sanitation, post and telecommunications services, tourist shopping, management, protection of resources and environment, attraction of tourist resources, market attraction, etc., the quality grade of tourist areas (spots) is divided into five grades, which are AAAAA, AAAA, AAA, AA and A-level tourist areas (spots) from high to low in order to strengthen the protection of tourist areas (spots).

4A scenic spot evaluation criteria

1 Tourism traffic

2 Sightseeing

3 Tourism safety
