Affected by heavy rainfall in the upper reaches, the water level of the Xiangsi River, a tributary of the Li River in Guangxi, rose sharply on the evening of July 2. The river water backed up, causing waterlogging at the Guilin Tourism College located on the riverside, trapping more than 5,000 students. After the disaster occurred, the school immediately launched an emergency plan, and fire, maritime and other relevant departments participated in the rescue. As of 14:00 on July 3, more than 4,000 students were still trapped. None of their lives were in danger, and rescues were still in progress.

After receiving the alarm call, the Guilin Maritime Safety Administration launched an emergency plan and organized an emergency rescue team (15 maritime rescue personnel and 2 rubber boats) to rescue and transfer students who had to be evacuated. Maritime personnel first transported the rubber boat to the college through law enforcement vehicles, assembled it in an emergency, and used it to rescue students.

Due to the uneven terrain in the college, the rescuers needed to launch a rubber boat and tow it. After arriving at the dormitory building where the students were trapped, they found that due to the deep water in the building, most of the people trapped on campus were girls. They were too weak to wade directly into the water, so the law enforcement officers could only carry or carry them one by one to transport the trapped students waiting at the stairs to the rubber boat. In order to ensure safety, as soon as the students get on the rubber boat, the marine personnel put on life jackets for them. After filling a rubber boat, the marine personnel transport the rubber boat with bare hands and transfer it from the dormitory building on campus to a safe area.
