Why don't Thai tour bus drivers talk to tourists?

Dear, I can only say that drivers in Thailand are more dedicated and have clear regulations on the safe driving of driving vehicles. It is forbidden to talk to the driver while driving. Think about it, after all, there are not so many passengers going abroad in the car. What should I do if there is a traffic accident because of chatting?
