Article 2 These Regulations shall apply to the planning, construction, protection management, inheritance and utilization within the protection scope of Jianshui Famous City. Article 3 The protection and management of Jianshui Famous City adheres to the principles of scientific planning, protection priority, strict management, and rational utilization, maintains and continues the traditional pattern and historical features, maintains the authenticity and integrity of historical and cultural heritage, and inherits and promotes the excellent national traditions. culture. Article 4 The protection scope of Jianshui Famous City includes Jianshui Ancient City Area and Tuanshan Area. The Jianshui Ancient City Area is bounded by the Yunnan-Vietnam Railway in the east, Liyuan Road in the south, Shala River in the north, and Jinyin Street in the west; the Tuanshan Area includes the Tuanshan Building Group and surrounding countryside.

The protection scope is divided into core protection areas, construction control areas, and style coordination areas. The specific boundaries are delineated by the Jianshui County People's Government in accordance with the approved Jianshui Famous City Protection Plan, and signs are set up and announced to the public.

The Jianshui County People's Government shall establish a protection list system for Jianshui famous cities. The protection list shall be determined by the Jianshui County People's Government and announced to the public. Article 5 The People's Government of the Autonomous Prefecture shall strengthen its leadership over the protection and management of the famous Jianshui City.

Protection and management funds should be used exclusively for the survey, planning, repair, protection and management of Jianshui City.

Encourage organizations and individuals to participate in the protection and management of Jianshui City in accordance with the law through donations, funding, investment, service provision, etc. Article 8 The Jianshui County People's Government shall guide social forces to rationally utilize historical and cultural resources and develop industries with national characteristics through policy guidance, financial support, etc.

Encourage the development of modern service industries through the living experience of traditional buildings and characteristic commerce. Article 9 If the protection and management of Jianshui Famous City involves cultural relics, it shall be implemented in accordance with cultural relics protection laws and regulations. Chapter 2 Planning and Construction Article 10 The People’s Government of Jianshui County shall prepare a protection plan for the famous Jianshui City and submit it for approval in accordance with prescribed procedures.

Land use and engineering construction within the protection scope of Jianshui Famous City should comply with the Jianshui Famous City protection plan. Article 11 The exterior walls, roofs, courtyards, etc. of historical buildings within the protection scope of Jianshui Famous City shall be maintained and repaired using traditional techniques and materials. Article 12 Buildings (structures) within the protection scope of Jianshui Famous City that are incompatible with the style of Jianshui Famous City, if approved for demolition, reconstruction, downgrading and renovation, shall comply with the control requirements of the Jianshui Famous City protection plan. Article 13 Within the protection scope of Jianshui Famous City, organizations and individuals are encouraged to participate in the construction of the characteristic green landscape of Jianshui Famous City through various methods such as flat solitary planting, three-dimensional climbing, and courtyard greening. Article 14 The owners, users or other managers of the buildings (structures) in Jianshui Mingcheng City shall ensure the smooth flow of fire escapes, improve fire protection facilities, receive fire safety knowledge training, and ensure the safety of fire and electricity use.

The installation of fire protection facilities shall comply with relevant fire protection technical standards and specifications. If it is true that due to the need for protection and management of Jianshui Famous City, it cannot be set up in accordance with standards and specifications, the Jianshui County Fire Rescue Agency will work with relevant departments to formulate corresponding fire safety measures.

No unit or individual may damage, misappropriate, or dismantle or decommission fire-fighting facilities and equipment without authorization. Chapter 3 Protection and Management Article 15 The core protection area and construction control area of ??Jianshui Famous City should maintain the original height, volume, appearance and color of historical buildings such as ancient wells and archways, and gradually repair and restore them in accordance with the Jianshui Famous City protection plan.
