The term “rural meteorological services” as mentioned in these Measures refers to meteorological monitoring, forecasting, early warning information release and dissemination for agriculture, rural areas, and farmers, as well as artificial weather modification and other activities.

Marine fishing meteorological service work and related activities shall be carried out in accordance with relevant national regulations. Article 3 Rural meteorological services adhere to the principles of government leadership, social participation, public welfare, and demand orientation. Article 4 The municipal and relevant district (municipal) people's governments shall incorporate rural meteorological services into the national economic and social development plans and plans at the same level, strengthen overall planning, organization and coordination, and study and solve major problems in rural meteorological services within their jurisdiction. The funds required for rural meteorological services shall be included in the fiscal budget of the corresponding level. Article 5 The municipal and relevant district (city) meteorological authorities are responsible for the organization and implementation of these Measures.

Relevant departments such as water conservancy, finance, agriculture, forestry, animal husbandry, oceans and fisheries, radio and television, communications, etc. shall coordinate and provide relevant rural meteorological services according to the division of responsibilities. Article 6: Town people's governments and sub-district offices in rural areas (hereinafter collectively referred to as town people's governments) shall do a good job in providing local rural meteorological services in accordance with the requirements of these Measures.

Village (resident) committees in rural areas should cooperate in providing rural meteorological services. Article 7 Rural meteorological services should be included in the work target assessment system of the municipal and relevant district (municipal) people's governments. Article 8 The relevant district (municipal) people's government shall organize meteorological authorities and relevant departments to prepare agricultural climate and agricultural meteorological disaster risk zoning, and formulate guidance on agricultural production layout, structural adjustment, and meteorological disaster risk prevention, which shall be approved by the people's government at the same level. The municipal meteorological authority should provide relevant guidance. Article 9 Municipal and relevant district (city) meteorological authorities shall formulate rural meteorological service plans and business processes, strengthen the application of smart meteorological and agricultural remote sensing technologies, establish an intelligent rural meteorological service business platform, and improve the agricultural meteorological service system. Article 10 The municipal and relevant district (city) meteorological authorities shall, in conjunction with relevant departments, establish a database of agricultural meteorological indicators and agricultural meteorological disaster indicators related to the production of grain and oil crops, fruits, vegetables, etc., to guide agricultural production; for newly introduced varieties, conduct Climate feasibility demonstration. Article 11 The municipal and relevant district (city) meteorological authorities shall focus on providing the following meteorological services:

(1) Targeting key agricultural periods such as spring plowing and spring sowing, summer harvest and autumn planting, and fertilization and spraying agricultural activities such as medicine, irrigation, and drying, and provide weather forecast and intelligence services.

(2) Carry out agricultural meteorological special forecasts and information services for specialty agriculture, facility agriculture, and aquaculture.

(3) Carry out eco-tourism weather forecast services such as flowering period and picking period for fruits, flowers, and ornamental plants. Article 12 The municipal and relevant district (city) meteorological authorities shall provide meteorological services in the following ways according to the circumstances:

(1) Provide meteorological information express reports, important weather forecasts, meteorological service express reports, etc. Relevant decision-making departments shall submit rural meteorological service materials.

(2) Provide meteorological information through communication platforms such as radio, television, newspapers, 12121 automatic telephone answering, mobile phone text messages, Qingdao Meteorological APP, electronic display screens, broadcast speakers, etc.

(3) Establish direct services with new agricultural large-scale business entities such as family farms, large planting and breeding households, farmer cooperatives, and agricultural industrialization enterprises. Article 13 Municipal and relevant district (municipal) people's governments shall build automatic meteorological monitoring station networks in areas prone to meteorological disasters and areas with obvious needs for specialty agriculture, facility agriculture, forestry and fruit industry, animal husbandry, fishery, etc., to improve monitoring and early warning of disastrous weather in rural areas. ability.

Relevant district (city) people's governments should set up meteorological information electronic display screens, broadcast speakers, sirens and other meteorological information receiving and disseminating equipment in towns (streets) and villages in accordance with regulations.

The town people's government shall do a good job in the maintenance and management of the automatic meteorological monitoring station network and meteorological information receiving and dissemination equipment within its jurisdiction, and accept the business guidance and supervision and inspection of the district (municipal) meteorological authority. Article 14 The municipal and relevant district (municipal) people's governments shall, in accordance with the standardization requirements for artificial weather modification operation sites, construct operation sites and equip Necessary work equipment.

The people's government of the town where the artificial weather modification operation site is located should equip an operation team in accordance with professional requirements, allocate work funds, strengthen the assessment of operators, and do a good job in the maintenance and management of operation sites and equipment. Article 15 The municipal and relevant district (city) meteorological authorities shall organize and carry out artificial weather modification operations in a timely manner based on the needs of agricultural drought resistance, hail prevention, reservoir water storage, ecological improvement, and forest fire prevention. Article 16 The town people's government shall strengthen the management of rural meteorological service stations and equip town meteorological assistants and village meteorological information officers.
