Taking all factors into consideration, the main expected goals and constraint indicators for economic and social development this year are: regional GDP growth of about 11.5%, industrial added value above designated size growth of about 12%, and fixed asset investment growth in the whole society. Actively strive to establish the Shenzhen branch of the Chinese University of Hong Kong in Longgang. 2. Focus on the development of high-tech industries and advanced manufacturing. 4. Improve the regional innovation system. Increase the district's science and technology development funds to 100 million yuan, and actively guide independent innovative enterprises to apply for various national, provincial and municipal special funds. Using a variety of models, we have added 3 high-level innovative business incubators and technology business accelerators, and built more than 2 public technology platforms. Start the planning and construction of headquarters bases for small and medium-sized listed companies.

Strengthen exchanges and cooperation with Hong Kong’s technology community and promote Longgang to become an industrialization base for the “Shenzhen-Hong Kong Innovation Circle” project. 6. Improve road traffic capacity and accelerate the development of public transportation. Focus on improving the traffic environment in Buji area, opening up 10 dead-end roads and 4 subway Line 5 relief roads. Promote the construction of traffic improvement projects in five areas including Pinghu, Bantian, Henggang, Longgang and Pingdi. Continue to implement traffic diversion projects to eliminate traffic black spots and improve regional microcirculation. Accelerate the construction of intelligent transportation and effectively improve the level of public transportation services. Promote the construction of bus stations, bus shelters, harbor-style platforms, etc. Continue to adjust and optimize routes, and open 10 new bus lines, with the bus coverage reaching more than 80%. 1. Comprehensively strengthen safety production supervision. Financial investment of 300 million yuan will be made to further strengthen the construction of public firefighting infrastructure and various firefighting forces. 2. Improve the level of petitions, stability maintenance and emergency command work. In the first half of the year, the construction of the district’s petition hall was completed, and a system for filing petitions on behalf of petitions was explored. We will further improve the system and mechanism of illegal investigation, adhere to the combination of investigation of people and incidents, comprehensively use administrative and judicial measures, and severely crack down on illegal construction owners, contractors, suppliers and "protective umbrellas" to ensure that the investigation of violations is stable and controllable. In the first half of the year, the census task of illegal construction information was fully completed, and classification and processing work was initiated in accordance with the city's deployment. Strengthen policy guidance and speed up the approval of non-commercial residential construction for original villagers in accordance with the law. 5. Strengthen market supervision. We will intensify the "clearance" work, strengthen the quality and safety supervision of food, medicines, and products, and strictly crack down on counterfeiting to ensure that no vicious incidents of counterfeiting occur. Carry out the District Chief Quality Award selection and implement the excellent performance model in the second batch of 50 companies. We will build a comprehensive social tax administration system and an integrity statistical work system, and continue to do a good job in protecting intellectual property rights, combating pyramid schemes, and managing commercial bribery. (4) Improve urban functions and accelerate the construction of livable urban areas

2. Accelerate infrastructure construction. Metro Line 3 was opened to traffic on schedule, the Shenhui Road reconstruction project was put into use, the North Channel and the South Channel were fully connected, the Longxiang Avenue reconstruction and the Shuiguan Expressway expansion project were basically completed, the demolition of the Xiamen-Shenzhen Railway was basically completed, Shahe Road and Hongmian Road 90% and 42% of the total project volume were completed respectively. The demolition of the Buji Passenger Transport Hub was completed before the Spring Festival. Buji Water Trail and Dafen water supply pressurized pumping stations were built to solve the water shortage problem of 200,000 surrounding residents. 3. Vigorously improve the city appearance and environment. This year and next, the government will invest 1.4 billion yuan to implement the "City Appearance and Environment Improvement Plan", fully complete the renovation tasks before the Universiade, and build a strict management demonstration street in each street. During the year, the comprehensive improvement of Shenhui Road and 48 comprehensive improvement projects were completed. Accelerate the advancement of landscape improvement projects on the Shuiguan and Jihe Expressways and the Longgang Section of the Guangzhou-Shenzhen Railway. Take the promulgation of the "Shenzhen Urban Renewal Measures" as an opportunity to formulate policy explanations, guidelines and specific promotion measures, strengthen policy guidance, and invest the land replaced by urban renewal into industrial development and public infrastructure construction as much as possible. Actively promote urban renewal in key areas, coordinate the development of the 22 square kilometers of built-up areas around Huawei, and start the renovation of Gangtou and other areas within the year to build a new Huawei Technology City; coordinate the old villages and old industrial zones within the planning scope around the Universiade New City Renovate and build a high-end business park. We will vigorously promote the 27 urban renewal projects included in the 2010 urban renewal implementation plan and strive to achieve substantial progress within the year.

5. Carry out land survey and speed up land preparation. By conducting land surveys, we can understand the land situation in the region, bring all state-owned reserve land in the region into the management scope of the land reserve center, and implement the strictest management.

Carry out the final work of urbanization land transfer, strive to turn all land that should be transferred but not transferred into state-owned land within the year, and speed up the clearing and transfer of state-owned land that has been transferred. The development of approved construction land must be accelerated, and any land that has been idle for a long time without development must be exhausted and taken back in accordance with the law. In accordance with first-class planning and design requirements, the government takes the lead in accelerating the preparation of scattered plots in Gaoqiao-Xinsheng Industrial Park and plots surrounding Huawei.

6. Promote energy conservation, emission reduction and ecological construction. Vigorously promote cleaner production and widely promote high-efficiency and energy-saving technologies and products. Establish an exit mechanism for backward production capacity in electroplating, circuit board and other industries, and eliminate 10% of heavily polluting enterprises. We will continue to increase investment in environmental protection, focusing on water pollution control projects, laying 50 kilometers of sewage interception main pipes throughout the year, and starting the construction of 117 kilometers of connecting pipe networks. The first and second phases of the Pinghu waste incineration power plant renovation and upgrading project were completed. 7. Make a good connection with the planning and construction of Pingshan New District. Measures should be introduced as soon as possible to guide the transformation and upgrading of the community economy, and encourage and help the transformation and development of the community economy from aspects such as concept updating, preferential policies, project recommendations, financial support, planning management, and information provision. Support communities in providing logistical services and industrial supporting facilities to nearby large and medium-sized enterprises. At the same time, we will speed up the construction of relevant supporting facilities in our district and complete the upgrade and renovation of the district sports center, Longcheng Senior High School, experimental school and other venues.

Conscientiously implement the resolutions and decisions of the District People's Congress and its Standing Committee, and consciously accept the supervision of the People's Congress and the CPPCC. Organize and implement the "Indicator System for the Construction of Shenzhen Rule of Law Government", comprehensively clean up normative documents, and publish the results of the cleanup. Standardize administrative law enforcement, strengthen law enforcement coordination and joint law enforcement, and implement law enforcement accountability. 4. Strengthen government efficiency.
