Guiyang Urban Public Toilet Management Regulations
Article 1: In order to strengthen the management of urban public toilets and improve the management level of public toilets, these regulations are formulated in accordance with the "Measures for the Management of Urban Public Toilets" and the "Measures for the Management of City Appearance and Environmental Sanitation of Guiyang" issued by the Ministry of Construction. Article 2 Urban public toilets refer to toilets used by urban residents and floating populations, including public toilets attached to public buildings (such as stations, shops, restaurants, theaters, stadiums, exhibition halls, etc.). These regulations shall apply to the management and maintenance of urban public toilets within the urban and suburban areas of this city, as well as towns, industrial and mining areas, and tourist areas where county (city) people's governments are located. Article 3 Urban public toilets shall be planned and constructed in accordance with the principles of “comprehensive planning, rational layout, equal emphasis on reconstruction, hygienic suitability, convenience for the masses, water toilets as the main focus, and favorable drainage and transportation”. Article 4 The establishment of urban public toilets shall comply with the provisions of the "Standards for the Installation of Urban Environmental Sanitation Facilities" of the Ministry of Construction. Urban public toilets must be installed near stations, squares, on both sides of busy streets, markets, tourist attractions and other large public places. Article 5: Urban public toilets on both sides of urban streets shall be maintained, managed and cleaned by units designated by the city appearance and environmental sanitation management department; the maintenance, management and cleaning of other public toilets shall be the responsibility of their property rights units or property management units. Article 6 When using urban public toilets, one must consciously maintain the cleanliness of public toilets, take good care of public toilet facilities and equipment, and obey the management of public toilet managers. Article 7 If urban public toilets provide paid services, they must be approved by the Municipal Appearance and Environmental Sanitation Administration Bureau and go through relevant procedures. Article 8: No unit or individual may dismantle or damage urban public toilets without authorization. If urban public toilets are indeed demolished due to construction needs, they must be handled in accordance with the relevant provisions in Chapter 4 of the "Guiyang City Appearance and Environmental Sanitation Management Measures".
New public toilets should be built in accordance with national standards, and the environmental sanitation department should participate in the design review and completion acceptance. Article 9: Urban public toilets should be managed by dedicated personnel and a management system should be hung. Managers must wear service badges and perform cleaning and cleaning work in accordance with regulations. Those who implement paid services must also adopt charging standards approved by the price department. Article 10: The city appearance and environmental sanitation management department shall conduct regular supervision and inspection of the health and facilities conditions of public toilets, and must deal with problems found in a timely manner. Commendations and rewards will be given to units and individuals that have made outstanding achievements in the planning, construction and management of urban public toilets. Article 11 Anyone who commits any of the following acts shall be dealt with by the competent department of city appearance and environmental sanitation in accordance with the "Guiyang City Appearance and Environmental Sanitation Management Measures" and the "Guiyang City Appearance and Environmental Sanitation Supervision and Punishment Regulations".
(1) Littering paper scraps, cigarette butts and other waste in and around urban public toilets, spitting, random carvings, graffiti, and random stickers;
(2) Destroying public toilet facilities, occupying and changing the use of public toilets without authorization;
(3) Occupying public toilets privately, building and stacking items around public toilets. Article 12 Anyone who refuses or obstructs environmental sanitation managers from performing their duties in accordance with the law shall be punished by the public security organs in accordance with the "Regulations on Public Security Administration Punishments of the People's Republic of China"; if a crime is constituted, criminal responsibility shall be pursued in accordance with the law. Article 13 If any urban public toilet management staff neglects their duties, abuses their power, or engages in malpractice for personal gain, they shall be subject to administrative sanctions by their unit or the superior authority; if a crime is constituted, criminal liability shall be pursued in accordance with the law. Article 14: The Legal Affairs Bureau of Guiyang Municipal People’s Government is responsible for interpretation of issues arising from the specific application of these regulations. Article 15 These regulations shall come into effect from the date of promulgation.
