Residents of cities that have not opened for individual travel can travel to Hong Kong through a reputable travel agency and sign up for air tickets + hotels. For independent travel packages, whether it is a direct flight or entry and exit from Shenzhen, when leaving the country, the travel agency will issue a list of incoming and outgoing groups to the customs, and go to Hong Kong in the name of the travel agency. After completing the procedures, after entering Hong Kong, and holding a G visa Individual travelers are no different. There are no above requirements for personal travel visas.
