Article 2 Dalian Jinshitan National Tourist Resort (hereinafter referred to as the resort) is a comprehensive tourist resort established with the approval of the State Council of the People's Republic of China and mainly receives overseas tourists. Article 4 Resorts must strengthen planning and management to provide investors with a good investment environment. No unit or individual may damage the natural, cultural landscape and other tourism resources in the resort area. Article 5: Enterprises, other organizations and individuals within and outside China are encouraged to invest in resort areas, develop tourism facilities (including infrastructure) and operate tourism projects and products. Article 6 Employees of enterprises, institutions, government agencies and groups within resort areas have the right to establish trade union organizations in accordance with the law, carry out trade union activities, and safeguard the legitimate rights and interests of employees. Article 7 All units and individuals in the resort must abide by the laws, regulations and these Regulations of the People's Republic of China, and their legitimate rights and interests are protected by law. Chapter 2 Administrative Management Article 8 The resort has established a management committee (hereinafter referred to as the resort management committee) to implement unified management of administrative affairs of the resort under the leadership of the Dalian Municipal People's Government. Article 9 The resort management committee shall exercise the following powers:

(2) Formulate and promulgate specific management regulations for the resort in accordance with the law;

(3) Examine and approve investment projects in the resort in accordance with regulations;

(8) Supervise and manage the enterprises and institutions in the resort in accordance with the law;

(9) Other powers granted by the municipal government. Article 10 If Chinese personnel in the resort area leave the country for short-term business or are sent for overseas training, or units or individuals in the resort area invite overseas personnel to engage in business activities in the resort area, they must go to the Municipal Foreign Affairs Office after review by the resort management committee. Article 11 Relevant departments of the Dalian Municipal People's Government should strengthen business guidance to the functional departments affiliated to the resort management committee and support the resort management committee in implementing unified management of the resort. Chapter 3 Investment and Operation Management Article 12 Investors may set up enterprises or establish representative offices in the resort through sole proprietorship, joint venture, cooperation, etc. Encourage investment, development and operation of the following projects:

(2) Guesthouses (hotels), villas, catering and shopping and other service projects;< /p>

Projects that pollute the environment are prohibited within the resort area. Article 13: Wholly foreign-owned businesses allowed to operate in resort areas are tourism services that are permitted by Chinese law to specifically serve overseas tourists. Article 14 Within the resort area, foreign exchange shops or Sino-foreign joint ventures or cooperative retail commercial enterprises may be opened with approval; first-category travel agencies operated by Sino-foreign joint ventures may be opened to operate overseas tourism business.

The specific approval procedures shall be handled in accordance with relevant national regulations. Article 15 To establish an enterprise in a resort area, a project application should be submitted to the resort management committee. After approval, the land use certificate, business license, financial and tax registration and other procedures should be handled in accordance with relevant regulations. Article 16 Enterprises in resort areas may determine their own internal organization, staffing, recruitment conditions, wage distribution forms and employee wage standards in accordance with the law.

Enterprises recruit employees without restrictions on district boundaries, and all employees are subject to a labor contract system. Article 17 Enterprises must, in accordance with national regulations, ensure that employees enjoy labor, rest, vocational skills training, obtain labor remuneration, obtain labor, safety, health protection and other rights stipulated in laws and regulations in accordance with the law; handle pension, work-related injury, medical treatment for employees in accordance with regulations , unemployment, maternity and other social insurance; strictly implement national regulations on family planning, special protection for female workers and underage workers. Enterprises should submit accounting and statistical statements to relevant departments in accordance with regulations and accept supervision. The company's annual accounting statements should be verified and certified by a Chinese registered accountant.
