(7) development advantages
Ruili has a unique geographical advantage. It is connected with the mountains and rivers of Myanmar, a friendly neighbor of China, with a border of 169.8 kilometers, which is the best place for opening to the outside world on the land border of China. One and a half days' journey from Kunming along National Highway 32 can reach the border of neighboring Myanmar, with superior geographical and climatic conditions, and border crossings and passages can be used "all-weather".
Ruili, located at the junction of China Economic Circle, ASEAN Economic Circle and South Asia Economic Circle, is an important gateway for China to implement the strategy of going south to the Indian Ocean. From the traffic conditions, Ruili has the most convenient access to Myanmar, Southeast Asia and South Asia. National Highway 32 from Shanghai was taken out of China by Sister Ruili and connected with Stilwell Highway in Myanmar. Expressway from Kunming to Ruili was fully connected in 28. The highway from Kunming to Yangon is 18 kilometers long, and you can enter the Indian Ocean. It avoids the bottleneck of Malacca dilemma, shortens the transportation distance by more than 5, kilometers and saves the transportation time by 15-3 days.
from the perspective of energy security, oil is the highest energy consumption in the world, and China is the second largest oil importer in the world. 8% of imported oil needs to be transported to China's coast through the Straits of Malacca. How to solve the "Malacca dilemma" has become a topic of great concern in China's academic and economic circles. Although the oil pipeline scheme from Sittwe Port in Myanmar to Kunming via Ruili has not been put forward for a long time, its advantages are obvious. First, we can bypass the "Malacca dilemma"; Second, railways and highways can be built along the oil pipeline, and Sittwe Port in Myanmar can be opened as a transit point for goods exported to the Indian Ocean, South Asia, Africa and Europe. Third, it can strengthen good-neighborly and friendly relations with Myanmar, which is of great significance to China's geostrategic security. It is also of the above significance to use Irrawaddy's "China-Myanmar land-water combined transport corridor".
Relying on the geographical advantages and the country's policy inclination to speed up the development and construction of the western region, Ruili's foreign trade development will also face many opportunities. First, the adjustment of the country's diplomatic strategy will further highlight Myanmar's geographical advantages; Second, the establishment of China-ASEAN Free Trade Area; Third, the improvement of Sino-Indian relations; Fourth, the construction of China-Myanmar oil pipeline; Fifth, the railway construction from Dali to Ruili on the western line of the Trans-Asian Railway and from Lashuo to Muse in Myanmar; Sixth, Kunming to Ruili expressway runs through the whole line; Seventh, the construction of the China-Myanmar land-water combined transport corridor started; Eighth, the entire line of expressway on the Myanmar-India border of Demu-Mandalay-Myanmar-Thailand border runs through; Ninth, the reconstruction of Dehong mangshi Airport into an international airport was completed. Therefore, Ruili will become the international business center and frontier position connecting the international markets in Southeast Asia and South Asia.
Ruili has not only natural geographical advantages, but also superior policy advantages. With the implementation of China's western development and construction process, the state has given Ruili special preferential policies in order to speed up the construction of border areas and the development of China-Myanmar trade. In August, 2, with the approval of the State Council, Ruili Jiegao Border Trade Zone was regarded as an area under special customs supervision, and a special management mode of "domestic customs clearance" was implemented.
