Article 19 If a foreigner needs to provide an invitation letter issued by a domestic unit or individual when applying for a visa, the applicant shall provide it according to the requirements of the overseas visa authorities. The unit or individual that issued the invitation letter shall be responsible for the authenticity of the contents of the invitation letter.

Article 20 Foreigners who need urgent entry for humanitarian reasons, urgent business, engineering repairs or other urgent entry requirements may apply for port visas at ports approved by the State Council to the port visa authorities entrusted by the Ministry of Public Security (hereinafter referred to as the port visa authorities). Travel agencies that organize inbound tourism in accordance with the relevant provisions of the state may apply to the port visa authorities for group tourist visas. When applying for a visa to a port visa authority, foreigners shall submit their passports or other international travel documents, as well as relevant materials on the reasons for their application, go through relevant formalities according to the requirements of the port visa authority, and enter the country from the port where they apply for a visa. The visa issued by the port visa authority is valid for one entry, and the stay period indicated in the visa shall not exceed 30 days.
