Protection comes first.

A series of plans, such as the Master Plan of Jiuzhaigou Scenic Area, the Master Plan of Jiuzhaigou Nature Reserve and the Plan of Jiuzhaigou Scientific Research, have been commissioned by famous research institutions at home and abroad, paying attention to the systematicness, completeness and scientificity of the plans, clarifying the pattern, functions and development direction of different regions, and determining the development focus and time sequence. Adhere to the project construction as planned, strictly implement the examination and approval procedures for environmental protection management of construction projects, and strictly strengthen project management.

A scientific research department has also been set up in the scenic spot, equipped with professional and technical personnel in biology, ecology, meteorology, hydrology and environmental monitoring. Pay equal attention to "protecting scenery" and "enriching people"

Jiuzhaigou used to be a poor county living on "wood finance". In the process of developing eco-tourism industry, Jiuzhaigou Scenic Area always respects and earnestly safeguards the fundamental interests of local residents, and becomes rich by changing the local economic growth mode and protecting valuable forest resources.

Jiuzhaigou Scenic Area adopts the way of share-holding by residents of the scenic spot and investment holding by the Administration to build Nuorilang Tourism Service Center. Among the income of scenic spots, more than 8 million yuan is earmarked for the living security of residents in scenic spots every year. At the same time, in the operation of Nuorilang Service Center, the preferential policies of 49% residents in scenic spots and 77% revenue sharing are implemented.
