In order to further standardize the performance brokerage behavior, effectively strengthen the management of actors, and promote the healthy and orderly development of the performance market, on September 18, the Ministry of Culture and Tourism issued the Notice of the Ministry of Culture and Tourism on Regulating the Performance Brokerage Behavior and Strengthening the Management of Actors to Promote the Healthy and Orderly Development of the Performance Market (draft for comments), soliciting public opinions on standardizing the performance brokerage behavior and strengthening the management of actors. In strengthening the supervision of performance activities, the opinion draft pointed out that actors should not be organized to lip-synch, and conditions should not be provided for lip-synching.

The opinion draft mentioned that illegal and immoral actors who have caused bad social impact should not be used in performances. Graphics, pictures, audio-visual and words containing the contents prohibited by Article 25 of the Regulations on the Administration of Commercial Performances shall not be used for performance promotion, ticket sales, venue layout and other activities. No actor shall be organized to lip-synch, and no conditions shall be provided for lip-synching. Performances attended by minors shall be approved by their parents or other guardians.

If lip-synching deceives the audience or provides conditions for actors to lip-synch, the administrative department of culture and tourism shall punish them according to Article 47 of the Regulations on the Administration of Commercial Performances.

The audience refused to lip-synch:

Stage performance depends on real kung fu. A singer who travels around the world with one record is worthless. You dare not sing, which shows that you are incapable. Some actors are old, but they still lip-synch with tapes recorded when they were young many years ago, and some even lip-synch with CDs sung by others. These actors lack basic professional ethics and should be condemned by the whole society.

The phenomenon of lip-synching is a shame and a great retrogression in the art of singing, which should arouse the deep thinking of directors and actors. Many actors hate lip-synching, and they launch "unplugged concerts" to set an example and purify the bad atmosphere in domestic literary circles.
