Regulations of Qinhuangdao Municipality on the Administration of Dog Raising

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and in the light of the actual situation of this Municipality for the purpose of strengthening the management of dog-keeping, standardizing dog-keeping behavior, safeguarding citizens' health and personal safety, maintaining social public order, maintaining city appearance and environmental sanitation, and promoting the construction of civilized cities. Article 2 These Regulations shall apply to the breeding, management, service and related management activities of dogs within the administrative area of this Municipality.

Military dogs, police dogs and other special dogs, dogs for teaching and scientific research, special-purpose dogs raised by zoos and professional performance groups shall be managed in accordance with relevant state regulations.

Feeding blind guide dogs and auxiliary dogs with severe physical disabilities is not restricted by the Regulations on Prohibiting Feeding Large Dogs, Prohibiting Dogs from Entering Public Places and Prohibiting Dogs from Leaving Home. Article 3 Dog management follows the principles of strict restriction, strict management and combination of prohibition and restriction, and adheres to the principles of combining government supervision with participation of grass-roots organizations, combining social public supervision with self-discipline of dog owners, and combining punishment with education. Article 4 The people's governments of cities and counties (districts) shall be responsible for the implementation of these Regulations within their respective jurisdictions. City, county (District) people's government should strengthen the leadership of dog management, clear dog management specialized agencies, establish coordination mechanism, law enforcement linkage mechanism and rapid response mechanism, organize the implementation of dog management, and implement the personnel, funds, places, equipment and facilities required for dog management at the same level. Fifth public security organs are the competent authorities and lead departments in dog management. The municipal public security organ is responsible for guiding and coordinating the management of dog raising in the city, and establishing and managing the dog reception center; County (District) public security organs shall be responsible for dog registration, annual inspection and collection of dog management service fees within their jurisdiction, carry out civilized and scientific dog-raising publicity according to law, and investigate and deal with illegal dog-raising behaviors according to law.

The agricultural and rural departments are responsible for organizing the implementation of immunization, monitoring and epidemic disposal of canine rabies and other diseases, reviewing the animal epidemic prevention conditions of dog farms, harmless treatment places and medical institutions, harmless treatment of dog carcasses, and investigating violations of animal epidemic prevention laws and regulations.

The comprehensive law enforcement department of urban management is responsible for investigating and dealing with illegal dog-raising behaviors that damage the city appearance and environmental sanitation of public places, guiding and supervising the park and square management departments to set up signs prohibiting dogs from entering parks and squares, discouraging and stopping illegal dog-carrying behaviors into parks and squares, and reporting to relevant departments in time if they do not listen to dissuasion and stop.

The person in charge of the health department is responsible for the management of rabies vaccine, the monitoring of rabies epidemic situation for human use and the publicity of prevention and control.

Market supervision, finance, development and reform, examination and approval, civil affairs, housing construction and other relevant departments shall, in accordance with their respective responsibilities, coordinate in dog management. Article 6 Township (town) people's governments and subdistrict offices shall incorporate dog management into the grass-roots grid management system, coordinate and handle dog disputes, and do a good job in the publicity and education of civilized and scientific dog raising within their respective jurisdictions.

Neighborhood (village) committees and owners' committees may convene neighborhood (village) meetings and owners' meetings, formulate dog-raising conventions in accordance with these regulations, and supervise their implementation.

The realty service enterprise shall assist the township (town) people's government and the subdistrict office to do a good job in dog management in their residential areas, strengthen the publicity and guidance of civilized and scientific dog raising according to law, discourage illegal dog raising, and report to the relevant departments in a timely manner. Seventh dog owners are responsible for raising dogs, and bear the legal responsibility arising from dog-raising behavior. Dog owners should raise dogs in a civilized and scientific manner according to law, and shall not violate social morality, damage public environmental sanitation, public interests and the legitimate rights and interests of others.

Advocate the breeding of sterilized dogs and the insurance of dog liability insurance. Eighth radio, television, newspapers, websites and other media should carry out publicity and education on keeping dogs in accordance with the law and preventing rabies, and expose illegal dog-keeping behavior.

Relevant industry associations, animal protection organizations and other social organizations should actively advocate civilized and scientific dog-raising according to law and assist in the publicity and education of dog-raising management.

Article 9 Any unit or individual has the right to report and complain about acts in violation of the provisions of these Regulations. The relevant departments shall publish the telephone number of reporting complaints, register and handle them in time after acceptance, and keep confidential the informants and complainants. If the real name is reported, the relevant departments shall inform the informant and the complainant of the handling situation. Chapter II Management, Immunity and Registration of Dog Breeding Areas Article 11 Dog breeding areas are divided into key management areas and general management areas.

City, county (District) people's government is located in the city as the key management area, and other areas as the general management area. The location of the township (town) people's government, industrial and commercial gathering areas, densely populated areas, tourist attractions and surrounding areas within the general management area can be managed in accordance with the key management areas after being determined and announced by the people's government of the county (district).

County (District) people's government should refine the scope of key management areas and general management areas, adjust them in a timely manner according to urban planning and development, and announce them to the public.
