The specific scope of the construction of this tourism complex is Binhe West Road in the east, Beiguan Middle Road in the west, Leitai East Road in the south and Tianzhu Street in the north, with a total area of about 1,299.23 mu, nearly 1,3 mu.

The construction of cultural tourism complex in Leitai Scenic Area in Wuwei is divided into four sections, named ABCD section respectively, in which the main contents of section A are comprehensive service reception center and East Scenic Area management center. The planning and construction contents of Block B include performing arts center, cultural and creative incubation center, Tianma Cultural and Creative Incubation Industrial Park, intangible cultural heritage exhibition hall, etc. Block C will focus on building folk festival square, Tianma Starlight Tower, Hexi Cultural Tourism Pedestrian Street, South Service Center, Grape and Wine Cultural Industry Block, Tianma Stroll Garden, Tianma Museum, Han Culture Museum, Poetry Museum, Tomb Adventure Hall, etc. This block is the center of this project, and many projects are here. In the D section, Liangzhou Poetry Garden and Tianma Expo Park will be built, as well as the south entrance of Leitai Park upgrading project, Leitai View, Han Tomb Site and North Service Center.

The cultural tourism complex in Leitai Scenic Area in Wuwei is still under active construction. According to the plan, the tourism complex project is scheduled to be completed in 221, with an estimated total investment of 5,83.7 million yuan. The construction of the project focuses on the spatial pattern of "one axis, four points and four areas", of which four areas are divided into other sites protection areas, cultural venues areas, cultural experience areas and comprehensive service reception areas.
