After the implementation of the electronic tour guide card, can the tour leader be seconded?
According to the requirements of the Tourism Law, the Detailed Rules for the Implementation of the Travel Agency Regulations and the Notice of the Office of the National Tourism Administration on the Renewal of Electronic Tour Guide Cards and other related matters, the relevant matters concerning tour guides' business as tour guides are hereby notified as follows:
First, the electronic tour guide card replaces the tour guide card.
From the date of issuance of this notice, the original tour guide card business will no longer be accepted, and the original tour guide card will be discontinued on June 30, 20 17. A travel agency shall appoint a tour guide who has completed the record of tour leader in the "National Tourism Supervision Service Platform" to engage in tour leader business. Electronic tour guide card replaces tour guide card as the identity symbol of tour guides engaged in tour guide business.
Second, the conditions for tour guides to engage in tour guide business
The tour leader appointed by a travel agency to organize tourists to travel abroad shall meet the following conditions:
(1) Obtaining an electronic tour guide card;
(2) Having a college degree or above;
(3) Obtaining the relevant language proficiency test grade certificate or passing the foreign language tour guide qualification examination, except for the tour leaders appointed for traveling to Hong Kong, Macao and Taiwan;
(4) Having more than two years' experience in travel agency business operation, management or tour guide;
(five) to conclude a labor contract with a travel agency that has been approved to engage in the tour leader business and obtained the Business License for Outbound Tourism.
(six) the travel agency shall record the information and changes of the leaders of the unit in the "National Tourism Supervision Service Platform". The record information of the tour leader includes: identity information, tour guide card number, education, language, language level (foreign language tour guide), work experience, travel agency, social insurance registration card number of travel agency, etc.
Travel agencies should carefully review the basic conditions of tour guides who intend to engage in tour guide business, and those who do not meet the conditions cannot be registered as tour guides.
Third, personnel management requirements
1. According to the Tourism Law and the Notice of the Office of the National Tourism Administration on Renewing Electronic Tour Guide Cards and Other Related Matters, travel agencies should appoint tour leaders who have concluded labor contracts with them to organize tourists to travel abroad, and they are not allowed to use tour leaders who have been filed by other travel agencies in the form of renting or borrowing.
2. Tour guides should ensure that their uploaded academic qualifications and language skills are true and effective. Tour guides who provide false information or forge relevant certificates will be disqualified and included in the record of dishonesty.
Travel agencies should earnestly fulfill their audit obligations when reviewing tour guide information. If the travel agency fails to review the tour guide information or assist in providing false materials, depending on the seriousness of the case, it will be included in the list of untrustworthy enterprises, informed criticism, cancellation of exit qualification, revocation of travel agency business license and other penalties.
3. If the travel agency intends to cancel the business record of the tour guide leader of the agency, it will directly log in to the "National Tourism Supervision Service Platform" without review. If the tour guide intends to change the registered unit of the tour guide card, the tour guide will log in to the "National Tourism Supervision Service Platform" to apply, and the change will be completed with the consent of the original registered unit and the unit to be transferred. If the travel agency wants to cancel the registration relationship of the tour guide in the agency, but the tour guide himself does not take the initiative to apply, the travel agency can apply to our Committee in writing for cancellation of the registration relationship of the tour guide, and it will be handled with the consent of our Committee. Tour guides whose registration relationship has been revoked need to log on to the national tourism supervision service platform to apply for a tour guide card again, and continue to practice after obtaining a new electronic tour guide card after examination and approval.
Fourth, matters needing attention
1.20 17 From July 1 day, travel agencies can only choose to use the company's record leader when entering the electronic information of the outbound team in the travel agency business management system, and use the electronic tour guide ID number instead of the leader ID number when filling in the system. Those who have not completed the record of the tour leader on the national tourism supervision service platform will not be able to engage in the tour leader business.
2. The "National Tourism Supervision Service Platform" has been upgraded and adjusted recently, adding the record module for tour leaders in Hong Kong and Macao, and adding the functions of record keeping and record cancellation for tour leaders. In addition, travel agencies can no longer directly inquire about the registration information of tour guides as tour leaders, and tour guides with college education or below can not be put on record as outbound tour leaders. The filing process of new leaders is as follows:
(1) Tour guides who have signed labor contracts with outbound travel agencies apply for renewal of electronic tour guide cards through the national tourism supervision service platform. The travel agency shall verify the basic information of the personnel to be hired, and report it to the Municipal Tourism Commission for review after confirmation.
(2) After being audited by the Municipal Tourism Commission, the platform generates an electronic tour guide card. The tour guide logs into his own platform account and uploads the scanned copy of academic certificate and labor contract.
(3) After the tour guide uploads the information, the outbound agency logs on to the platform and uses the function of "leader record" to record the qualified tour guide as the leader.
