1. China Metallurgical Engineering Co., Ltd. The Yantai Branch of the Survey and Design Institute Co., Ltd. strictly implements the regulations, policies of national and local government departments and the rules and regulations of Party A, conducts construction operations and labor management in accordance with the law, and does not use untrained social idlers. When using labor workers, we ensure that they are trained first and then put on the job. The certificate-holding rate for special types of work and operating workers (electricians, welders, etc.) reaches 100%.

2. The Yantai Branch of China Metallurgical Survey and Design Institute Co., Ltd. signed a written labor contract with the worker in accordance with the law, clarifying the rights and obligations of both parties, and agreeing in detail on the content, pricing method, and The time for payment of labor wages and the respective responsibilities after breach of contract shall be approved by the signatures (stamps) of both parties; our Yantai Branch of China Metallurgical Survey and Design Institute Co., Ltd. promises that the contract signing rate of labor workers used in this project is 100 %.

3. The Yantai Branch of China Metallurgical Survey and Design Institute Co., Ltd. pays labor wages to labor workers in strict accordance with the labor contract. No matter what the circumstances, the labor workers will never be owed wages every time. The payment of wages must be signed by the worker himself, and the monthly labor wage payment record form shall be submitted to Party A's project finance department when applying for measurement payment next month; if our Yantai Branch of China Prospecting Metallurgical Survey and Design Institute Co., Ltd. fails to do so on time Submit, Party A has the right to refuse to make intermediate measurement payments or to withhold 5% of the contract price from the intermediate measurement payments as a wage deposit for migrant workers as a transfer payment to Party A for the labor services of the Yantai Branch of China Metallurgical Survey and Design Institute Co., Ltd. in this project Labor wages (the 5% does not include safety deposit), I waive the right to defend against this clause and assist in the process.

IV. The Yantai Branch of China National Metallurgical Survey and Design Institute Co., Ltd. accepts the supervision and management of Party A. Implement the relevant regulations on labor employment and wage payment, and do a good job in labor wage payment under the direct supervision and management of Party A’s project management department. In accordance with Party A's requirements, labor remuneration payment statistics will be submitted to the financial department of Party A's project on time every month.

5. In the event of financial conflicts, labor workers’ wages will be paid unconditionally.

6. If the Yantai Branch of China National Metallurgical Survey and Design Institute Co., Ltd. defaults on labor wages, and improper handling causes workers to petition and causes adverse effects, we are willing to follow the agreement signed with Party A. The project construction contract stipulates that the Yantai Branch of China National Metallurgical Survey and Design Institute Co., Ltd. shall be fined 10,000 yuan per time. If the incident is serious, Party A has the right to confiscate 5% of the migrant workers' salary deposit of the total contract price. If similar incidents occur three times in the Yantai Branch of China National Metallurgical Survey and Design Institute Co., Ltd., Party A may also unilaterally terminate the construction contract.

7. Strictly abide by Party A’s safety management rules and regulations, perform safety production agreements, do a good job in safety education and training for labor workers, accept Party A’s safety production supervision and inspection and assume corresponding responsibilities.

8. This letter of commitment is an integral part of the "Lianli Island Bridge Bored Pile Operation Steel Platform, Steel Casing Erection and Dismantling Engineering Contract" and has the same legal effect.

9. This letter of commitment is made in triplicate, two copies for Party A and one copy for the undertaking unit.
