Heilongjiang Province Tourism Management Regulations
Chapter 1 General Provisions Article 1 is to accelerate the development of tourism, promote the comprehensive economic and social development of the province, standardize the order of the tourism market, rationally develop, utilize and protect tourism resources, and maintain the legality of tourism operating units and tourists. Rights and interests, these regulations are formulated in accordance with relevant national laws and regulations and in light of the actual conditions of this province. Article 2 These regulations apply to:
(1) Travel agencies, foreign-related tourism hotels, tourist attractions (including tourist attractions, resorts and resorts), designated tourist restaurants, shops, car and ship companies, entertainment venues, tourism Designated commodity production enterprises and other units and individuals engaged in tourism operations within the administrative region of this province (hereinafter collectively referred to as tourism operating units);
(2) Tourism departments and enterprises from foreign countries or Hong Kong, Macao and Taiwan in Permanent representative offices established by this province;
(3) Organizations and individuals engaged in tourism activities (hereinafter referred to as tourists). Article 3 People's governments at all levels shall include tourism as an economic industry in the national economic and social development plans, prepare tourism development plans, formulate measures to develop, utilize and protect tourism resources, increase investment year by year, optimize the business environment, and use tourism to drive social and economic development develop. Article 4: The development and construction of tourism industry shall implement the principles of joint development, open development and diversified development, and encourage and support domestic and foreign organizations and individuals to invest in the development of tourism resources and operate tourism industry in this province. Article 5: Tourism administrative departments at all levels are responsible for organizing the implementation of these regulations.
Urban construction, industry and commerce, taxation, price, public security, transportation, agriculture, forestry, water conservancy, geology and minerals, culture, environmental protection, land and other departments at all levels should cooperate with the tourism administrative department in accordance with their respective responsibilities. Chapter 2 Development and Protection of Tourism Resources Article 6 Tourism administrative departments and planning departments at all levels are responsible for reviewing the census and evaluation of tourism resources within their respective administrative regions. Article 7 The urban construction, agriculture, forestry, water conservancy, geology and minerals, culture, environmental protection, land and other departments shall include tourism in the development plan, and the tourism administrative department shall participate in the research and formulation of the plan. Article 8: The planning and construction projects of key provincial tourist areas shall be organized and implemented after the provincial tourism administrative department puts forward opinions and submits them to the planning, urban construction and other relevant departments for review and approval. Article 9 The construction of new tourist attractions and supporting facilities shall be submitted to the relevant departments for review and approval in accordance with the prescribed procedures after obtaining the consent of the tourism administrative department. Article 10 The development of tourism resources should be coordinated with environmental protection, planned, implemented and developed simultaneously.
Environmental impact assessment should be conducted for the construction of tourism projects. Construction projects should comply with the overall plan, and the construction style should be coordinated with the surrounding environment. It is prohibited to construct engineering projects that damage the ecological environment of tourist attractions or are incompatible with the surrounding environment of tourist attractions. Article 11 The development, construction and management of tourism resources in nature reserves, scenic spots and forest parks shall be carried out in accordance with relevant national and provincial regulations. Article 12 Historical relics and protective buildings designated by the state, province, and city shall not be damaged. Article 13: No unit or individual may damage tourism resources. Quarrying, mining, sand dredging, forest felling, pollutant discharge and waste dumping are prohibited in tourist areas. Article 14: Tourist attraction management agencies shall strengthen management and provide tourists with a safe, civilized, hygienic and convenient tourism environment. Chapter 3 Tourism Business Article 15 Travel agencies shall carry out business activities in accordance with the approved business scope. Article 16 Travel agencies shall arrange for overseas tourists to stay, dine, ride, shop and have entertainment in foreign-related tourism hotels and designated tourism operating units.
Travel agencies shall handle personal and property accident insurance for tourists in accordance with relevant regulations. Article 17 Tourism operating units shall abide by tourism safety laws, regulations and relevant provisions, be equipped with tourism safety facilities and equipment, and shall provide explanations or clear warnings to tourists about possible dangerous situations in tourist attractions or tourist facilities, and take measures to prevent hazards. Measures taken to ensure the personal safety and property safety of tourists. Anyone who does not meet safety conditions shall not engage in tourism business.
When a tourist's personal or property is seriously damaged, the tourism operating unit shall report to the relevant departments in a timely manner, take effective measures, and deal with the aftermath. Article 18 Tourism operating units shall operate honestly and disclose service items and service charging standards. The following behaviors are prohibited:
(1) Without authorization, raising the fee standards stipulated by relevant management departments or agreed with tourists;
(2) Without authorization, charging additional service fees;

(5) Selling shoddy or spoiled tourism products;
(6) Forcibly selling tourism products and defrauding and extorting tourists;
(7) Using relevant star signs without rating the stars;
(8) Reducing services quality standards. Article 19 The legitimate rights and interests of tourism operating units are protected by law and may not be infringed upon by any unit or individual. Article 20 Tourism operating units shall accept the management, supervision and inspection of relevant administrative departments; they shall have the right to refuse inspections, charges and fines from any unit or individual that does not comply with the provisions of laws, regulations and rules. Article 21 Designated tourism commodity production enterprises shall strengthen business management, ensure commodity quality, and mark the words "××-level designated tourism commodities" on tourism commodities to participate in market competition fairly.
