Article 20 Where weather modification operations are carried out, the competent meteorological department at the operation site shall make an announcement in advance according to the specific conditions, and coordinate the relevant departments to do a good job in safety protection under the unified leadership of the local people's governments at or above the county level.

Within the specified operation scope, no organization or individual may occupy the operation site, interfere with communication channels, damage or move operation equipment and facilities without authorization.

Twenty-first provincial meteorological authorities are responsible for organizing the unified procurement and distribution of special equipment (weather modification explosive devices and their corresponding launchers and catalytic generators). When dispatching special equipment such as weather modification blasting equipment, it shall apply to the local county-level public security department for transportation procedures. No organization or individual may purchase, own or transfer special equipment for weather modification operations.

Twenty-second anti-aircraft guns, rocket launchers and other special equipment for weather modification operations shall be organized by the provincial meteorological authorities for annual inspection. If the annual inspection fails, it shall be overhauled immediately, and if it still fails to meet the specified technical standards after overhaul, it shall be scrapped.

No organization or individual may use unqualified, expired or scrapped weather modification equipment.

Twenty-third after the weather modification operation, the operation time, height, type and dosage of weather modification blasting equipment, airspace application and approval, operation effect, etc. It shall be truthfully recorded and filed together with other relevant materials in a timely manner in accordance with relevant regulations.

Twenty-fourth the implementation of weather modification operations should strictly implement the safety management laws and regulations.

Accidents in weather modification operations shall be reported to the safety production supervision and management department of the local people's government and the competent meteorological department at a higher level immediately. By the people's governments at or above the county level safety production supervision and management departments in accordance with the relevant provisions.

Article 25 The relevant administrative departments of the provincial people's government shall reduce or exempt highway maintenance fees, highway vehicle tolls, road and bridge fees and other fees for command vehicles and operation vehicles that carry out weather modification operations.
