Chu was born in St. Louis, Missouri, USA on February 28th, 1948. Originally from Taicang, Jiangsu, China. His father Zhu Rujin is an internationally renowned expert in chemical engineering, and his mother Li Jingzhen studied at MIT. 1970 graduated from the university of rochester with a bachelor's degree in mathematics and a bachelor's degree in physics, and 1976 received a doctorate in physics from the university of California, Berkeley. After two years of postdoctoral research, 1978 worked in bell telephone laboratory, and 1983 served as the director of quantum electronics research department in this laboratory.
