Chapter 1 General Provisions Article 1 In order to strengthen the operation and management of civil aviation air traffic management equipment, in accordance with Articles 3 and 84 of the "People's Republic of China and Civil Aviation Law", Article 105 of the "Basic Flight Rules of the People's Republic of China" establishes these rules. Article 2 The term civil aviation air traffic management equipment (hereinafter referred to as air traffic control equipment) as mentioned in these rules refers to communication, navigation, surveillance and meteorological equipment closely related to civil aviation flight safety.
Communication equipment includes VHF ground-to-air communication systems, high-frequency ground-to-air communication systems, voice communication systems (i.e. intercom systems), automatic reporting systems, recorders, etc.;
Navigation equipment includes omnidirectional beacons, rangefinders, non-directional beacons, pointing beacons, instrument landing systems, etc.;
Monitoring equipment includes air traffic control primary radar, air traffic control secondary radar, and surface surveillance Equipment, precision approach radar, automatic dependent surveillance system, air traffic control automation system, etc.;
Meteorological equipment includes automatic meteorological observation systems, automatic weather stations and wind shear detection systems and other meteorological detection equipment installed along the runway , and air weather broadcasting equipment. Article 3 These rules shall apply to the opening, operation and closing of civil air transport airports, civil parts of military-civilian airports and air route (line) air traffic control equipment. Article 4 The Civil Aviation Administration of China (hereinafter referred to as the Civil Aviation Administration) implements unified management of the opening and operation of air traffic control equipment.
The Air Traffic Management Bureau of the Civil Aviation Administration of China (hereinafter referred to as the Air Traffic Control Bureau of the Civil Aviation Administration of China) is responsible for the specific approval of the opening of air traffic control equipment, and the management of the operation supervision and forced closure of air traffic control equipment.
The Civil Aviation Regional Administration is responsible for supervising the management of the opening and operation of air traffic control equipment in its jurisdiction. The Civil Aviation Regional Air Traffic Management Bureau (hereinafter referred to as the Civil Aviation Regional Air Traffic Management Bureau) is responsible for specifically undertaking the regular opening and operation of communication, navigation and surveillance equipment. Special opening of air traffic control equipment, implementation of operational supervision and forced closure of air traffic control equipment. Article 5 Air traffic control equipment can only be put into use after obtaining an opening license. Article 6 The meanings of some terms used in these rules are as follows:
The commissioning and opening of air traffic control equipment refers to the first actual operation of the equipment after installation.
The regular opening of communication, navigation and monitoring equipment refers to the opening after the communication, navigation and monitoring equipment has been verified and inspected according to the prescribed verification and inspection cycle after actual operation.
Special opening of communication, navigation and monitoring equipment refers to the opening of communication, navigation and monitoring equipment after special verification and verification.
Forced closing of air traffic control equipment means that when the air traffic control equipment operating unit fails to open or close the air traffic control equipment in accordance with the provisions of these rules, it shall be enforced by the Air Traffic Control Bureau of the Civil Aviation Administration or the Regional Air Traffic Control Bureau of the Civil Aviation Administration of China. closure. Chapter 2 Opening of Air Traffic Control Equipment Section 1 Opening of Operation of Air Traffic Control Equipment Article 7 Air traffic control equipment applying for opening shall meet the following conditions:
(1) The equipment installation complies with relevant national regulations and is completed Acceptance is passed;
(2) The equipment has been calibrated and verified to comply with relevant technical standards and regulations;
In addition to the provisions of the preceding paragraph, meteorological equipment applying for opening must also meet the following conditions :
(1) The comparison results between detection data and 30 consecutive days of manual observation data meet the professional requirements of meteorology;
(2) The airport special weather reporting standards have been modified accordingly. Article 8 When an air traffic control equipment operating unit applies for an air traffic control equipment production opening license, it shall submit the following materials to the regional civil aviation regional air traffic control bureau: (1) According to the type of air traffic control equipment and Annex 1 of these rules The air traffic control equipment opening application form and applicable addition and modification forms filled out in the "Air Traffic Control Equipment Opening Application Form", Annex 2 "Communication Equipment Data Addition and Modification Form" and Annex 3 "Navigation and Surveillance Equipment Data Addition and Modification Form";
(2) If air traffic control equipment requires calibration, verification and trial use, qualified calibration, verification and user reports shall be provided;
(3) Air traffic control equipment of this type issued by the Civil Aviation Administration of China Temporary use license or use permit;
(4) Radio equipment access permit issued by the Ministry of Information Industry;
(5) Other materials that need to be submitted.
In addition to the provisions of paragraph 1 of this article, those who apply for the production and opening of air weather broadcasting equipment must also submit the following materials:
(1) Approval copy from the relevant radio management department;< /p>
(2) Completion acceptance report and related materials;
(3) Documents proving compliance with meteorological and related technical standards and regulations.
In addition to the provisions of paragraph 1 of this article, when applying for the opening of meteorological detection equipment installed along the runway, the following materials must also be submitted:
(1) Approval copy of the detection environment selection;
(2) Completion acceptance report and related materials;
(3) System software and hardware configuration, installation location of each sensor and high compliance materials;
( 4) Manual comparison observation data and comparison results for 30 consecutive days;
(5) Data on the modification of airport special weather reporting standards. Article 9 After accepting the application, the regional air traffic control bureau of the Civil Aviation Administration of China shall complete a preliminary review of the applicant's application materials within 20 working days, put forward preliminary review opinions, and submit the preliminary review opinions and application materials to the Air Traffic Control Bureau of the Civil Aviation Administration of China. Review.
Article 10 After receiving all the applicant’s application materials and preliminary review opinions from the regional air traffic control bureau of the Civil Aviation Administration of China, the Air Traffic Control Bureau of the Civil Aviation Administration of China shall complete the final review within 20 working days and report to the Civil Aviation Administration of China for an administrative licensing decision. If the license is granted, an open license shall be issued to the applicant through the regional civil aviation air traffic control bureau within 10 working days from the date of decision; if the license is not granted, the reasons shall be stated.
